1.    The Government of the Republic of Tajikistan has received a loan from the Asian Development Bank (ADB) toward the cost of Regional Customs modernization and infrastructure development project in Republic of Tajikistan and it intends to apply part of the proceeds of this loan to payments under the agreement resulting from this IFB: Loan 2114 - TAJ\BID2008\001 Procurement of UAIS. This contract will be jointly financed by the Government of the Republic of Tajikistan. The eligibility rules and procedures of the ADB will govern the bidding process.

2.    The Regional Customs Modernization and Infrastructure Development Project Management Office under the Customs Service under Government of the Republic of Tajikistan (EA) serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for the supply, delivery, installation, testing, commissioning of a fully operational Unified Automated Information system, including hardware and system software, integration, training, technical support services. The Bidder shall have the experience and technical expertise in Customs operations. The Bidder shall cite a minimum of 1 customer references for which they have deployed Customs or Customs-related systems in the last 5 years.

3.    International Competitive Bidding will be conducted in accordance with ADB's Two-Stage Bidding ProcedureADB's .

4.    Bidders must meet the following minimum qualification criteria:

  • Bidder has been operating as a legally and financially autonomous company since at least 5 years.
  • During the past 5 years, the Bidder must have completed as a prime contractor 1 successful contract involving the development, installation, and provision of technical support for Integrated Information Systems including Unified Automated Information System for Custom Services (UAIS) as a prime contractor. The Bidder must submit information about the completed contracts and contact information of clients from whom the references could be taken or whom the Purchaser may, when necessary, visit to familiarize themselves with the systems put into operation by the Bidder. All such visits will be on Purchaser's account.
  • The Bidder shall display an Average Annual Turnover over the last two years in excess of 20 million US Dollars. The Bidder must submit balance sheet for the last 2 years certified by a registered accountant or supported by copies of tax return.
  • The Bidder shall have experience in development of such application software.
  • The Bidder shall have experience in training end-users and IT specialists under projects for establishment of large-scale information systems.
  • This experience should be gained by Bidder, Joint Venture or consortium partner; the experience of sub-contractor will not be accepted.
  • It is possible to create consortium by Bidders or sub-contract relations with local companies.

5.    Interested eligible Bidders may obtain further information from the Regional Customs Modernization and Infrastructure Development Project Management Office (PMO) under the Customs Service under Government of the Republic of Tajikistan and inspect the Bidding Document at the address given below from 08:00 to 17:00 hours Mondays to Fridays, except public holidays:

6.    To purchase the complete set of Bidding Document in English and Russian languages (in the event of a conflict between the Russian and English languages, the English shall prevail) Bidders should:

  • submit a written application to the address above;
  • payment of a non-refundable fee in the amount of USD 300 or equivalent in Tajik Somoni. The method of payment will be non cash bank deposit to the following account:

7.    A pre-bid meeting which potential bidders may attend will be held on 3 November 2008 on mentioned below address.

8.    A two-stage bidding process will be used which will proceed as follows:

  1. The first stage bid will consist of a technical bid only, without any reference to prices, but including a list of any deviations to the technical and commercial conditions set forth in the bidding documents and/or adding any alternative technical solutions a Bidder wishes to offer, and a justification therefore, always provided that such deviations or alternative solutions do not change the essential requirements specified in the bidding documents. Following the evaluation of first stage bids, Bidders that adequately meet the minimum acceptable qualification criteria and has submitted a sufficiently technically responsive bid may be invited to attend a clarification meeting(s), during which the Bidder's technical offer will be reviewed. Any required bid-specific changes, additions, deletions and other adjustments will be noted and recorded in a memorandum, or, if amendments are of a general nature, will be promulgated via an addendum to the bidding documents. Bidders may not be invited to submit second stage bids, if their first stage bids contain gaps or too important deficiencies from the technical requirements that making the bids fully responsive in the remaining time for the two-stage process cannot reasonably be expected. All qualified and eligible Bidders, will receive invitations to submit second stage bids with revised technical specifications.
  2. The second stage bid will consist of: (i), the updated technical bid incorporating all changes required as recorded in the bidder-specific memorandum, and/or as necessary to reflect any Addenda to the bidding documents issued subsequent to the first bidding-stage; and (ii), the commercial bid.

9.    First stage bids must be delivered:
