1.    The Republic of Tajikistan has received a loan from the Asian Development Bank (ADB) towards the cost of the Dushanbe - Kyrgyz Border Road Rehabilitation Project, Phase II. Part of the proceeds of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

2.    The Ministry of Transport and Communication of the Republic of Tajikistan (the Employer) now invites sealed bids from eligible bidders for Improvement Road on Karamyk Section of the Dushanbe - Kyrgyz Border Road Rehabilitation Project, Phase II (the Works) covering the design and construction works. The Works consist of project design and regeneration works to the existing road including earthworks, base course, excavation works, rock excavation / blasting works, drainage works and culverts.

3.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One Envelope Bidding Procedure . The Bidder, either as a single entity or joint venture, shall meet all the qualification criteria set forth below. A pass-fail method shall be applied in the evaluation of bidder's qualifications.

• Average annual turnover within the last three years of US$ 7.5 million;
• Cash flow requirement of US$950,000 a month for 6 months;
• General construction experience of at least 3 years;
• Specific construction experience either as a contractor, management contractor or subcontractor in at least 3 contracts within the last 5 years, each with a value of at least US$4,000,000, and
• Must demonstrate that it has or has access to following key equipment:

1)Motorgrader (1number); 2) Trucks 15-20 t (8 numbers); 3) Truck crane with the loading capacity 25 t(1number); 4) Survey equipment -Theodolite/Total Station, and leveling instrument (1 set); 5) Excavator (2 numbers); 6) Vibratory hummer for the excavator (1 number); 7) pneumatic roller minimum 15 t(2 numbers); 8) watering machine minimum 2000l (1 number); 9)Loader with capacity 1,5m3 and 3m3 (2 numbers); 10) Bulldozer (2 numbers); 11) Boring machine (1 number); 12) vibrating roller (2 numbers)

5.    To purchase the Bidding Document in English, bidders should:

• write to address above requesting the Bidding Document for : Contract No 5 Improvement Road on Karamyk Section
• pay a non-refundable fee of USD 200 by cash or bank transfer.

6.    Deliver your bid:

• to the address above
• on or before 10:00 am on 2 July 2008
• together with a Bid Security of USD100,000 or an equivalent amount in a freely convertible currency.

7.    When comparing Bids, ADB's Domestic Preference Scheme will not be applied. Bids will be opened shortly after the deadline in the presence of bidders' representatives who choose to attend.
