1. The Republic of Tajikistan has received a loan from the Asian Development Bank (ADB) towards the cost of the Tajikistan component of the Tajikistan-Afghanistan 220 kV Interconnection Project. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.
2. The Barki Tajik ("the Employer") invites sealed bids from eligible bidders for the construction and completion of design-build and turnkey contract (including detailed design, supply, construction, erection installation, testing and commissioning) for the Tajikistan component of the Tajikistan-Afghanistan 220 kV Interconnection Project ("the Facilities"), which consist of the following:
- Construction of 89.370 km new double circuit 220 kV transmission line direct from a new AFG-TAJ border river crossing at Karandum to the site of proposed new 220 kV switchyard at VATZ (Vaksh Nitrogen Plant). The Contractor shall coordinate with the contractor of the Afghanistan component and string one circuit 220 kV through Pianj River to the first tower in Afghanistan;
- Construction of 28.290 km new double circuit 220 kV transmission line direct from the site of proposed new 220 kV switchyard at VATZ to new Sangtuda-1 HPS;
- Construction of two new 220 kV feeder bays at 220 kV substation at Sangtuda-1 HPS to accommodate the new transmission line to the border.
3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure . The Bidder, either as a single entity or joint venture, shall meet all the qualification criteria set forth below. A pass-fail method shall be applied in the evaluation of bidder's qualifications.

Experience

2. Specific Experience:
(a) Project Experience:
(1) Completed within the last 4 years at least one turnkey transmission line project of at least 50 circuit-km of 220 kV or higher, and at least one turnkey substation project with a rating of 220 kV or higher. Must have been in satisfactory operation for at least two (2) years;
(2) In case of JV, lead partner shall have the 220 kV experience as per (1); other partners shall have completed within the last four (4) years at least one turnkey transmission line project of at least 50 circuit-km of at least 110 kV, and at least one turnkey substation project of at least 33 kV. These projects must have been in satisfactory operation for at least two (2) years;
(3) To substantiate the above, bidder shall submit authenticated user's certificate and other relevant documents. |

(b) Manufacturing Experience
Manufacturers of the major components of the plant, materials and equipment shall:
(1) Have manufactured not less than two times the amount of plant/equipment to be supplied under this contract and have been in use for not less than 1 year;
(2) Demonstrate ISO 9000 or equivalent;
(3) If bidder is not the manufacturer, it shall obtain from the manufacturer its authorization to supply |

Personnel
Must demonstrate that it has the personnel for the following key positions with at least 10 years total work experience and 5 years of similar work experience, except as indicated: (1) Project Manger (15 years total work experience, 10 years of experience in similar works, and 5 years of experience as manager of similar works); (2) Design Manager; (3) Quality Control Engineer; (4) Transmission Engineer; (5) Substation Engineer, and (6) Transmission Line Surveyor |

The Bidder shall provide a list of key equipment it proposes to mobilize for the proposed contract. |
Sub-contractors
Subcontractors and/or manufacturers for major items of supply or services identified by the Bidder shall meet the Manufacturing Experience criteria stated above. |

Technical Proposals will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend. The price proposals will be opened at the time and address advised by the Employer after concurrence with ADB on the evaluation of the technical proposals.
