1.    The Government of the Republic of Tajikistan has received a loan from the Asian Development Bank (ADB) towards the cost of Khatlon Province Risk Management Project and it is intended that part of the proceeds of this loan will be used for payments under the contract for Construction of Embankment along Pyanj River in Hamadoni Raion. Bidding is open to all bidders from eligible source countries of ADB.

2.    The Project Management Office under the Ministry of Water Resources and Land Reclamation of the Republic of Tajikistan (the Employer) invites sealed bids from eligible Bidders for the construction and completion of the following works:

1. Package No.20: Construction of Embankment from PK 0+00 to PK 7+60 with Construction of Spur at PK 0+00 and PK 4+50 (FRM-CW-HMD -20)
2. Package No. 21: Construction Embankment from PK 7+60 to PK 14+90 with Construction of Spur at PK 9+50 and PK 14+50 (FRM-CW-HMD -21)
3. Package No.22: Construction of Embankment from PK 14+90 to PK 23+35 with Construction of Spur at PK 19+50 (FRM-CW-HMD-22)
4. Package No.23: Construction of Embankment From PK23+35 to PK 32+00, with Construction of Embankment end part at PK 32+00 (FRM-CW-HMD -23)
5. Package No.24: Rehabilitation and Construction of Embankment with Construction of Spur for Dehkanabad Canal Protection (FRM-CW-HMD -24) (The works)

3.    International Competitive bidding will be conducted in accordance with ADB's Single-Stage: One Envelope Bidding Procedure .

4.    Bidders must have the adequate technical and financial capacity, in accordance with the requirements stipulated in the Bidding Documents:

• Average annual turn-over to be at least US$ 2.5 Million or equivalent per package. Audited financial reports and balance sheets for the last 3 years must be provided with the bid.
• The Bidder has to show access to the financial resources in amount at least US$ 0.425 million or equivalent per package. Supporting documents must be provided in the form of Bank's letter fro credit lines and documents showing extent of own resources.
• The Bidder must have a minimum of 5 years experience in the embankment, concrete works, spurs and gabion Construction.
• The Bidder must have successfully completed at least one similar contract in the last 5 years, with a contract value greater than US$ 1.14million or equivalent for each package.

6.    To purchase the Bidding Documents in English, bidders should:

• submit a written application to the address above;
• pay a nonrefundable fee of US$ 250 per package. The method of payment will be in cash or transfer to the account below. The documents may be collected from the address above or may be sent by courier services for an additional fee.

7.    Bids must be delivered to:

• On or before 14.00 hrs on 12 August 2009. Late Bids will not be accepted.

8.    All bids must be accompanied by a bid security amounting to US$ 30,000 per package.

9.    Bids will be opened at the same place immediately after the deadline in the presence of Bidder's representatives who choose to attend.

10.    When comparison Bids, ADB's Domestic Preference Scheme will not be applied.
