1.    The Republic of Tajikistan has received a loan from the Asian Development Bank (ADB) towards the cost of the rehabilitation of a section of the Dushanbe - Kyrgyz Border Road under the Regional Road Corridor Improvement Project. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

2.    The Ministry of Transport and Communication of the Republic of Tajikistan (the Employer) invites sealed bids from eligible bidders for Package 1 covering the construction and completion of rehabilitation works on the Dushanbe - Kyrgyz Border Road between Km 248 (Sayron Bridge) and Km 337 (Karamyk Border Security Checkpoint) (the Works).

3.    The Works consist of rehabilitation/ reconstruction works to the existing road including widening of formation, full granular pavement construction, one layer of hot mix asphalt, earthworks in cut/ excavation, rock excavation/ blasting works, embankment construction, repair/ replacement of culvert type drainage structures, slope protection and river protection works, rehabilitation / repair of 4 bridges including deck slabs, walkways, handrails and river protection works, and other roadside drainage works.

4.   International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two Envelope Bidding Procedure .

5.    The Bidder, either as a single entity or joint venture, shall meet all the qualification criteria set forth below. A pass-fail method shall be applied in the evaluation of bidder's qualifications.

• Average annual turnover should be at least US$ 20 million within the last three years;
• Cash flow requirement of US$ 5 million over six months;
• General construction experience of at least five (5) years;
• Specific construction experience either as a contractor, management contractor or subcontractor in at least three (3) contracts within the last 5 years, each with a value of at least US$ 20 million.

7.    To purchase the Bidding Document in English, eligible bidders should:

• write to the address above requesting the Bidding Document for: Contract No 2 Regional Road Corridor Improvement Project;
• pay a non-refundable fee of USD 200.00 by cash or bank transfer.

8.   Deliver your bid:

• to the address in 3 above on or before 10:00 am on 2 May 2008
• together with a Bid Security of USD 530,000 or an equivalent amount in a freely convertible currency.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.
