Invitation for Bids (Re-bid)

Grant No. :9089-TAJ: Community-Based Rural Power Supply Project
Contract :9089-TAJ-EM1.02 - Equipment for Micro Hydropower Plant Dijik
Deadline for Bids :21 September 2007

1. The Government of Tajikistan has received a grant from the Japan Fund for Poverty Reduction towards the cost of the Community-Based Rural Power Supply Project. Part of this grant will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the Asian Development Bank (ADB).

2. The Ministry of Energy and Industry of the Republic of Tajikistan now invites sealed bids from eligible bidders for the design, manufacture, testing, supply, delivery, installation and commissioning of 1 (one) 260 kW Hydro-Electric Generating Plant and associated auxiliaries for the Micro Hydropower Plant Dijik located in the Ainin District of Sughd Oblast.

3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all bidders from eligible source countries of ADB.

4. Only eligible bidders with the following key qualifications should participate in this bidding:

  • Experience with design, testing, installation and commissioning of electro-mechanical equipment for hydropower plants with a capacity of 100 kW to 1,000 kW
  • Minimum average annual turnover of US$ 380,000
  • Participation as contractor, management contractor, or subcontractor, in at least one contract within the last 5 years with a value of at least US$ 150,000
  • Owning or having lease agreements for balancing equipment, equipment and tools for non-destructive testing, equipment for leakage and pressure testing, and equipment for various electrical tests, such as insulation tests, open circuit tests, short circuit tests
  • Having experienced personnel, including a project manager, a chief electrical engineer, and chief mechanical engineer

    6. To obtain the bidding documents, in English language, eligible bidders should contact the address above requesting the bidding documents for above contract number:

    • Electronic copies (pdf-format) of the bidding documents will be sent by email to eligible bidders free of charge
    • Hard copies of the bidding documents are available at the address above for a fee of 50 (fifty) Tajikistan Somoni payable in cash
    • Hard copies of the bidding documents will be sent by courier to eligible bidders for a fee of US$ 100 payable by bank transfer
    7. Bidders should deliver their bid:

    • To the address above
    • On or before the deadline on 21 September 2007, at 09:30 local time Dushanbe
    • Together with the Bid Securing Declaration

    8. Bids will be opened on 21 September 2007 at 10:00 local time at the address above, in the presence of bidders' representatives who choose to attend.
