Invitation for Bids

1.    This invitation for bids follows the General Procurement Notice for this Project that appeared in the ADB Business Opportunities on 16 January 2009.

2.    The Government of the Kingdom of Tonga has received a Grant from the Asian Development Bank (ADB) towards the cost of the Tonga Integrated Urban Development Project. Part of the proceeds of this Grant will be used for payments under the contract named above.

3.    The Grant is being implemented by the Ministry of Works (Employer). The Ministry of Works invites bids from qualified and experienced bidders to supply the following:

1. 1 unit Jet/Vacuum Truck - a combination of water jet and vacuum system mounted on a truck with a debris hopper used to flush and clean blocked drainage network lines around the Nuku'alofa Drainage Network.
2. 1 unit Street Sweeper Truck - street sweeper truck mounted with heavy duty brushes and a vacuum hopper to be used to sweep roads debris and sand around Nuku'alofa Urban roads.

4.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

5.    Interested Bidders may obtain further information from the Ministry of Works starting 2 February 2009, from 8:30 am to 4:30 pm, Monday to Friday at the address indicated below.

6.   To purchase a hard copy of the bidding documents in English, Bidders should:

• submit a written application to the address below;
• pay a non-refundable fee of TOP160 or US$80. The method of payment will be cashier's cheque, money order, or telegraphic transfer to the Account Name below. Alternatively, Bidders may download the attached Bidding Document free of charge after 2 February 2009 .

7.    Bids must be delivered:

• to the address below;
• on or before 2:00 pm on 17 March 2009. Late bids shall be rejected.

Bids will be opened in the presence of the Bidders' representatives who choose to attend at the address below at 2:30 pm on 17 March 2009.

8.    All Bids must be accompanied by a Bid Security of US$7,500.

9.    The Ministry of Works will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of bids.
