1.    The Republic of Uzbekistan has received a loan from the Asian Development Bank (ADB) towards the cost of the Western Uzbekistan Rural Water Supply Project. Part of the proceeds of this loan will be used for payments under the contract named above. Bids are open to bidders from eligible source countries of ADB.

2.    The Ministry of Economy, represented by the ADB Project Management Unit (PMU), (the Employer) invites sealed bids from eligible bidders for the construction and rehabilitation of 5 water distribution centers with supply and installation of desalination units, boreholes, construction of trunk mains (6km) and water networks (9km) in Kegeyli of the Republic of Karakalpakstan:

3.    International Competitive Bidding will be conducted in accordance with ADB's Single Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

4.    Only eligible bidders with the following key qualifications should participate in this bidding:

  • Experience under construction contracts in the role of contractor, subcontractor, or management contractor for at least the last 5 years prior to the applications submission deadline each with a value of at least US$2 million that have been successfully or are substantially completed and that are similar to the proposed works. The similarity shall be based on the physical size, complexity, methods, technology or other characteristics.
  • Minimum average annual construction turnover of US$3,1 million calculated as total certified payments received for contracts in progress or completed, within the last 3 years and the following cash-flow requirement, US$175 000.
  • Should have equipment, Hydraulic Excavator (0.5m3) in quantity 5, Crawler Crane (5t) in quantity 2, Front-End Loader in quantity 1, Dump truck (5t) in quantity 5, Compressors in quantity 1, and Boring machine in quantity 1.
  • Should have personnel, Resident Contract Manager, Senior Project Engineer, and Senior Supervisor.

5.    To purchase the Bidding Document in English, eligible bidders should:

  • write to address above requesting the bidding documents for the contract D3-5 WDCs, Boreholes and Desalination;
  • pay a non-refundable fee of US$100 or in Uzbek Soums using the exchange rate of Central Bank of Uzbekistan on the day of payment by bank transfer to the following Employer's accounts:

  • the Bidding Documents may be collected in person or may be sent through courier for an additional fee of US$120 for overseas delivery.

The complete set of Bidding Document will be available to the bidders only after receiving the exact amount above in the Employer's account. The Russian version of the Bidding Document is also available.

6.    Deliver your bid:

  • to the address above
  • on or before the deadline: at 16:00 on August 2008
  • together with a Bid Security of US$42,000 or an equivalent amount in a freely convertible currency. The exchange rate of the Central Bank of Uzbekistan on the day of issuing the Bid Security will be used.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.
