1. The Republic of Uzbekistan has received a loan from the Asian Development Bank (ADB) towards the cost of the Western Uzbekistan Rural Water Supply Project. Part of the proceeds of this loan will be used for payments under the contract named above. Bids are open to bidders from eligible source countries of ADB.
2. The Ministry of Economy, represented by the ADB Project Management Unit (PMU), (the Employer) invites sealed bids from eligible bidders for the construction and completion of contract B2: Takhiatash Water Treatment Works (the Works).
3. International Competitive Bidding will be conducted in accordance with ADB's Single Stage: One-Envelope Bidding Procedure .
4. Only eligible bidders with the following key qualifications should participate in this bidding:
- Experience under construction contracts in the role of contractor, subcontractor, or management contractor for at least 3 contracts within the last 5 years prior to the applications submission deadline each with a value of at least US$5.5 million that have been successfully or are substantially completed and that are similar to the proposed works. The similarity shall be based on the physical size, complexity, methods, technology or other characteristics.
- Minimum average annual construction turnover of US$6.2 million calculated as total certified payments received for contracts in progress or completed, within the last 3 years and the following cash-flow requirement, US$ 250 000.
- Should have equipment, Hydraulic Excavator (not less than 1 m3) in quantity 2, Crawler Crane (not less than 3t) in quantity 3, Front-End Loader (not less than 1t) in quantity 1, Dump truck (not less than 3t) in quantity 3, Compressors in quantity 3, Tractor with trailer in quantity 2, Submersible pumps (Q=70m3/h; H=30m) in quantity 2, Automobile crane with diesel fuel (not less than 8t) in quantity 1, Welding Set in quantity 3, Concrete mixer (not less than 0.5m3) in quantity 2, Bulldozer (not less than 100 h/p) in quantity 2, Grader (not less than 75 h/p) in quantity 1.
- Should have personnel, Resident Contract Manager, Senior Project Engineer, Senior Production Engineer, Chief Powerman, and Construction Supervisor.

6. To purchase the Bidding Document in English, eligible bidders should:
- write to the address above requesting the Bidding Document for the contract B2 Takhiatash Water Treatment Works
- pay a non-refundable fee of US$100 or in Uzbek Soums using the exchange rate of Central Bank of Uzbekistan on the day of payment by bank transfer to the following Employer's accounts:

- the Bidding Documents may be collected in person or may be sent through courier for an additional fee of US$120 for overseas delivery.
The complete set of Bidding Document will be available to the bidders only after receiving the exact amount above in the Employer's account.
6. Deliver your bid:
- to the address above
- on or before the deadline: at 16:00 on 20 August 2008
- together with a Bid Security of US$137,000 or an equivalent amount in a freely convertible currency. The exchange rate of the Central Bank of Uzbekistan on the day of issuing the Bid Security will be used.
Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.
