Loan No: 2338-UZB: Development and Implementation of Government Finance Management Information System

The Republic of Uzbekistan has received a loan from ADB to help finance the cost of Public Finance Management Reform Project.

The project impact will be improved planning and utilization of public resources. The Project outcome will be improved effectiveness, efficiency, transparency and accountability of budget execution processes.

The Project will have the following outputs: (a) consolidated and streamlined Treasury banking operations under the established Treasury single account; (b) creation of a central accounting system using a unified chart of accounts consistent with the revised budget classification, the GFMS, and IPSAS; (c) refined legal framework; and (d) application of the revised budget classification to the budget preparation and execution with improved piloting program budgeting in selected sectors.

The Project consists of the following components: (i) Modernization of Treasury Operations; (ii) Project Management, Monitoring and Evaluation.

The proceeds of the loan are intended to be used for the procurement of the following:

• procurement, parameterization, installation and deployment of an integrated treasury software application package with associated documentation and training services, and supply of main servers for the Treasury's central office and a back-up processing center in Tashkent;
• procurement of personal computers (PCs) (workstations and associated operating systems) and networking items to equip the Treasury offices being established throughout Uzbekistan;
• procurement of telecommunications equipment and local area networking, i.e. dedicated local telecommunication lines, local area network (LAN) infrastructure, power supply and monitoring and alarm systems for local offices.

All procurements to be financed from the ADB loan proceeds will be carried out in accordance with ADB's Procurement Guidelines (2007).
