1.    This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities on May 2004.

2.    The Socialist Republic of Viet Nam has received a loan from the Asian Development Bank (ADB) towards the cost of Upper Secondary Education Development Project, and it intends to apply part of the proceeds of this loan to payments under the contract for supply equipment for 44 Newly Built Schools. Contract Number 2a.ICB.II.17.08.

3.     The Ministry of Education and Training now invites sealed Bids from eligible Bidders for the following:

4.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries of ADB.

5.    Interested eligible Bidders may obtain further information from the National Project Implementation Unit of the Ministry of Education and Training, and inspect the Bidding Document at the address given below, from 16 July 2008.

6.    To purchase the Bidding Document in English, eligible bidders should:

• submit a written application to the address below
• pay of a non-refundable fee of VND 3,200,000 or US$200. The method of payment will be by Cashier's Cheque or direct deposit to the account as follows:

• The document will be sent by courier. An additional fee of VND 800,000 or USD 50 for courier will be charged. No liability will be accepted for loss or late delivery.

7.    Bids must be delivered to the address below on or before 9.00 am 29 August 2008. All Bids must be accompanied by a Bid Security as stated in the table above.

Late bids shall be rejected. Bids will be opened in the presence of the Bidders' representatives who choose to attend at the address below at 9.30 am 29 August, 2008.

8.    The National Project Implementation Unit of the Ministry of Education and Training, will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

9.    In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to Bidders.
