Invitation for Prequalification

1. This Invitation for Prequalification follows the General Procurement Notice for this project that appeared in ADB's Business Opportunities on May 2004. This contract will be jointly financed by Agence Francaise de Development (AFD). The eligibility rules and procedures of ADB will govern the prequalification and the bidding process.
2. The Socialist Republic of Vietnam has received a loan from the Asian Development Bank (ADB) towards the cost of the Phuoc Hoa Water Resources Project.
3. The Hydraulic Project Management Board No 416 (PMB 416) of the Ministry of Agriculture and Rural Development (hereinafter referred to as the "Employer") intends to prequalify firms for the following contracts under this project:
- Phuoc Hoa Headworks - 2025 VIE PH 1A - Construction of an earth dam, a gated spillway, an intake, an overflow spillway and associated works on the Be river for the purpose of diverting up to 75 m3/s of flow to the Saigon river by inter-basin transfer.
- Phuoc Hoa Transfer Canal - 2025 VIE PH 1B - Construction of the first length of the Phuoc Hoa Transfer Canal (km0 to Km 12+192 - capacity approx 75 m3/s) as a concrete-lined trapezoidal channel with associated cross-drainage and other works.
- Phuoc Hoa Transfer Canal - 2025 VIE PH 1C - Construction of the second length of the Phuoc Hoa Transfer Canal (Km 12+192 to Km 26+550 - capacity approx 50 m3/s) as a concrete-lined trapezoidal channel with associated cross-drainage and other works.
- Phuoc Hoa Transfer Canal - 2025 VIE PH 1D - Construction of the third length of the Phuoc Hoa Transfer Canal (Km 26+550 to Km 40+436) - capacity approx 50 m3/s) as a concrete-lined trapezoidal channel with associated cross-drainage and other works.
- Tan Bien Main Irrigation Canal - 2025 VIE PH 3 - Construction of the Tan Bien Main Canal, a concrete-lined trapezoidal channel with associated cross-drainage and other works, to convey approx 15 m3/s of irrigation water from the existing Dau Tieng West Canal to the new Tan Bien irrigation system
- Duc Hoa Main Irrigation Canal - 2025 VIE PH 4 - Construction of the Duc Hoa Main Canal, a concrete-lined trapezoidal channel with associated cross-drainage and other works, to convey approx 21 m3/s of irrigation water from the existing Dau Tieng East Canal to the new Duc Hoa irrigation system.
4. It is expected that the Invitation for Bids will be made in March 2007 except for VIE PH3 and PH4 packages which will be made available in September 2007.
5. Interested eligible Applicants may obtain further information from PMB 416 and inspect the Prequalification Document at the address given below, from 26 December 2006 during office hours.
6. All companies operating directly under the supervisory authority of the Ministry of Agriculture and Rural Development and/or having direct or indirect participation by the Army of Vietnam will not be eligible to apply for prequalification. State-owned enterprises not operating directly under the supervisory authority of the Ministry of Agriculture and Rural Development will be eligible to apply for prequalification only if they are equitized and operate under the Enterprise Law.
7. The Prequalification Document, in the English language (accompanied by a translation in the Vietnamese language), may be purchased by interested Applicants on the submission of a written application to the address below and upon payment of a nonrefundable fee amount of USD 100 (or VND 1,600,000) for the Puoc Hoa headworks (Package 1) and USD50 per package for the other 5 packages. or cash on delivery. If not collected by the Applicant' representative, the document will be sent by airmail or by courier for local delivery. Overseas delivery by courier can be arranged at an additional cost of USD50. No liability will be accepted for loss or late delivery.
8. Applications must be delivered to the address below at or before 0900 hours, 6 February 2007 for PH1A, PH1B,PHIC, and PH1D and 13 June 2007 gor PH3 and PH4. The Employer reserves the right to accept or reject late applications
9. The Employer will not be responsible for any costs or expenses incurred by Applicants in connection with the preparation or delivery of their Applications.
10. The Employer will notify all Applicants in writing of the names of those Applicants who have been prequalified.
