1.   This invitation for bids follows the general procurement notice for this Project that appeared in ADB Business Opportunities on 14 November 2006.

2.   The Socialist Republic of Viet Nam has received a loan from the Asian Development Bank (ADB) towards the cost of Central Region Urban Environmental Improvement Project - QuangNgai Sub-project (Purchaser), and it intends to apply part of the proceeds of this loan to payments under the contract for which this IFB is issued.

3.   The Project Management Unit for the Central Region Urban Environmental Improvement - QuangNgai Sub-Project now invites sealed bids from eligible bidders from member countries of ADB for the procurement of the following Goods for the purpose of the Project.

Contract No. QN/ICB/3 Supply of Vehicles & Equipment for Operation & Maintenance and Mobile Toilets.

4.   International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

5.   The bidding document in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of VND1,000,000 or USD60. The method of payment will be by cash, cheque or transferring/depositing the above amount into the PMU's bank account at the following destination:

The bidding document may be received directly at the address below or sent by a courier service on the bidder's specific request and upon payment of an additional nonrefundable fee of VND100,000 or US$6 for domestic delivery within Vietnam or VND1,000,000 or US$60 for overseas delivery. No liability will be accepted for loss or late delivery.

6.   Bids must be delivered to the address below on or before 8:30 am of 16 February 2008. All bids must be accompanied by a bid security (as stated in the table above) in local currency or an equivalent amount in a freely convertible currency with amounts as follows:

Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend at the address below.

7.   The Purchaser will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.

8.   In comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
