Contract No.:TH/ICB/3: Supply of Vehicles and Equipment for Operation and Maintenance

1.    This Invitation for Bids follows the General Procurement Notice for this Project that appeared in the ADB Business Opportunities on 14 November 2006.

2.    The Socialist Republic of Vietnam has received loans from the Asian Development Bank (ADB) and the Agence Francaise de Developpement (AFD) towards the cost of the Central Region Urban Environmental Improvement Project - Thanh Hoa Sub-project. Part of the proceeds of the loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

3.    The Project Management Unit (the Purchaser) invites sealed bids from eligible bidders for the supply of vehicles and equipment for operation and maintenance under the following contract of this project: Contract No. TH/ICB/3 Supply of Vehicles and Equipment for Operation and Maintenance.

4.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

5.    Interested eligible bidders may obtain further information from the Project Management Unit (PMU) and inspect the Bidding Documents at the address given below, from 8a.m. to 11.30a.m. and from 1.30p.m. to 4.30p.m. Mondays to Fridays, except national holidays.

6.    To purchase the Bidding Document in English bidders should:

  • submit a written application to the address below;
  • pay a non-refundable fee of 1,000,000 VND or USD 60. The method of payment will be by cash, cheque or transferring/depositing the above amount into the PMU's bank account at Bank for Development and Investment of Vietnam - Thanh Hoa Branch.

  • The bidding documents may be received directly at the address below or sent by a courier service on the bidder's specific request. For an additional fee of 400,000 VND or USD25 for domestic delivery or 1,600,000 VND or USD100 for overseas delivery. No liability will be accepted for loss or late delivery.

7.    Bids must be delivered:

  • to the address below;
  • on or before 14:00 pm on 28 November 2008. Late bids shall be rejected.
  • All Bids must be accompanied by Bid Securities in local currency or an equivalent amount in a freely convertible currency in the amount specified in the table above.

Bids will be opened in the presence of the Bidder's representatives who choose to attend at the address below at 14:30 pm on 28 November 2008.

8.    The Purchaser will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

9.    In comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to Bidders.
