Invitation for Bids
1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in the ADB Business Opportunities, July 2004. 2. Socialist Republic of Vietnam has received a loan from the Asian Development Bank (ADB) toward the cost of the Health Care in the Central Highlands Project (HICH Project), and it intends to apply part of the proceeds of this loan to payments under the Contract No. ICB_Equip_No.13 for procurement of Laboratory equipment; Contract No. ICB_Equip_No.14 for procurement of Office equipment. 3. The Project Management Unit of the Health Care in the Central Highlands (PMU of HICH) - Ministry of Health of Vietnam now invites sealed Bids from eligible Bidders for the supply and delivery of Laboratory equipment and Office equipment. List of Laboratory Equipment under the IFB.ICB_Equip_No. 13
4. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries. 5. Interested eligible Bidders may obtain further information from PMU of HICH - Ministry of Health of Vietnam and inspect the Bidding Document at the address given below, from 9:00AM to 4:00PM from Mondays to Fridays. 6. Government-owned enterprises in the Purchaser's country shall be eligible only if they can establish that they are legally and financially autonomous and operate under commercial law, and that they are not dependent agency of the Purchaser, that they are equitized and they are not in any way associated with the military forces. 7. A complete set of Bidding Document in English, may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of VND 1,600,000 or in USD 100 for Bidding Document. The document will be obtained directly by bidders at Office of PMU of HICH or sent by courier services. Bidding Document will be only sent by courier upon receiving advanced payment of USD 150 (USD 100 for Bidding Document and USD 50 for courier fee). No liability will be accepted for loss or late delivery. The method of payment will be Cashier's check or direct deposit to our Project Management Unit's account as follows:
8. Bids must be delivered to the address below, at or before 9:00 AM (Hanoi time), on 22 October 2008. All Bids must be accompanied by a Bid Security in original form of Bank Guarantee or in cash. The amount and currency of the Bid Security are required in Section II. Bid Data Sheet of the Bidding Document. Late bids shall be rejected. Bids will be opened in the presence of the Bidders' representatives who choose to attend at the address below, at 9:15 AM (Hanoi time), on 22 October 2008. 9. PMU of HICH - Ministry of Health of Vietnam will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
