1.    This Invitation for Bids follow the General Procurement Notice for this project that appeared in the ADB Business Opportunities on 11 January 2006.

2.    The Socialist Republic of Viet Nam has received a loan from the Asian Development Bank (ADB) towards the cost of the Northern Power Transmission Expansion Sector Project, and it intends to apply part of the proceeds of this loan to payments under the contract for the supply of Package 2: Supply of primary equipment and materials for Extension of the Thuong Tin 500kV substation.

3.    Viet Nam Electricity (EVN)/ Northern Viet Nam Power Projects Management Board (NPPMB) now invites sealed bids from eligible bidders for the above package supplying 500kV, 220kV outdoor equipment (as CB, DS, CT, CVT), materials and accessories for extension of Thuong Tin 500kV substation. The goods and services of this package shall be one lot.

4.    Bidders are required have at least 5 years satisfactory experience in the execution of at least 2 similar contracts to supply primary materials and equipment for 500kV substations, the value of such contracts shall be around US$1 million. Certifications of Satisfactory Performance from at least 2 end-users, from outside the Bidder's country, will be required. Average annual turnover (converted into US Dollars) defined as the total payments received by the Bidder for contracts completed or under execution over the last three years (2005-2007) shall at least more than US$5 million.

5.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible countries.

6.    Interested eligible Bidder may obtain further information and inspect the Bidding Document at the following address from 08:00 AM to 4:00 PM, Hanoi time, from 4 December 2008 (except weekends and holidays).

7.    To purchase the Bidding Document in English, eligible bidders should:

  1. visit the office of Northern Viet Nam Power Projects Management Board at the address above and pay a non-refundable fee of VND3,000,000 or US$200 by cash or Bank transfer to account no: 21110370039883 at Investments and Development Bank of Viet Nam - Ha Noi branch;
    or
  2. Request for delivery by sending a written application to the office of Northern Viet Nam Power Projects Management Board at the address indicated above. The application must include proof Bank transfer to account no: 21110370039883 at Investments and Development Bank of Viet Nam - Ha Noi branch for the amount of VND3,750,000 (local delivery) or US$250 (overseas delivery). The document will be sent by courier. No liability will be accepted for loss or late delivery.

8.    Bidders shall submit their bids:

  • to the abovementioned address;
  • on or before 9:00a.m. on 15 January 2009. Late bids will be rejected.
  • together with a Bid Security of USD 20,000 or equivalent amount in a freely convertible currency.

9.    Bids will be opened in the presence of the bidders' representatives who choose to attend at 9:15 a.m. on 15 January 2009 at the address above.

10.    The Purchaser will not be responsible for any cost or expenses incurred in the preparation and delivery of Bids.

11.    When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
