1.    This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities on 11 January 2006.

2.    The Socialist Republic of Viet Nam has received a loan from the Asian Development Bank (ADB) towards the cost of the Northern Power Transmission Expansion Sector Project, and it intends to apply part of the proceeds of this loan to payments under the contract for the supply of Package I-2: Steel Towers, Lots 1, 2 , 3 and 4 for the Son La - Hoa Binh/ Son La - Nho Quan 500kV Transmission Line Subprojects.

3.    Electricity of Vietnam (EVN)/Northern Vietnam Power Project Management Board (NPPMB) (the Purchaser) now invites sealed bids from eligible bidders for supply of steel towers. The goods and services of this package are divided into 4 (four) lots as follows:

• Package I-2, lot 1: Supply of Double-circuit suspension towers, Double-circuit tension towers and Transposition tension towers. Total towers are 129 positions.
• Package I-2, lot 2: Supply of Double-circuit suspension towers and Double-circuit tension towers. Total towers are 137 positions.
• Package I-2, lot 3: Supply of Double-circuit suspension towers, Double-circuit tension towers and Transposition tension towers. Total towers are 122 positions.
• Package I-2, lot 4: Supply of Single-circuit suspension towers, Single-circuit tension towers and Crossing suspension towers. Total towers are 207 positions.

Bidders have the option to bid for one, a combination of two or three lots, or all four lots.

4.    Bidders are required to have satisfactory experience in the execution of 2 similar contracts for supply of steel towers for transmission lines having a voltage rating of at least 220 kV and a contract value equal to VND 30 billion/lot or USD 1,900,000/lot. Average annual turnover (converted into US Dollars) of the bidder should at least be equal to the offered price.

5.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible countries.

6.    Interested eligible Bidder may obtain further information and inspect the Bidding Document at the following address from 08:00 hours to 16:00 hours, Hanoi time, from 24 July 2008 (except weekends and holidays).

7. To purchase the Bidding Document in English, eligible bidders should:

• Submit a written application to the address above requesting for the Bidding Document for the above package.
• Pay a non-refundable fee of USD300 US Dollar or VND 4,650,000 by cash, bank draft or check to Account No. 211000000.5367 - Investment and Development Bank.
• The Bidding Document may also be sent through courier for an additional fee of US$50. No liability will be accepted for loss or late delivery.

8.    Bidders shall submit their bids:

• on or before 9:00 AM on 8 September 2008 . Late bids will be rejected.
• to the address above
• together with a Bid Security of USD 400,000.00. Amount of Bid Security shall be corresponding to the specific lots:

  Bid Security for Package I-2, lot.1: USD 100,000.00
  Bid Security for Package I-2, lot.2: USD 100,000.00
  Bid Security for Package I-2, lot.3: USD 100,000.00
  Bid Security for Package I-2, lot.4: USD 100,000.00

9.    The Purchaser will not be responsible for any cost or expense incurred in the preparation and delivery of bids.

10.    Bids will be opened:

• in the presence of the bidders' representatives who choose to attend
• at 09:30 AM on 8 September 2008
• at the address above

11.    When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
