1.    This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities on 11 January 2006.

2.    The Socialist Republic of Viet Nam has received a loan from the Asian Development Bank (ADB) towards the cost of the Northern Power Transmission Expansion Sector Project, and it intends to apply part of the proceeds of this loan to payments under the contract for the supply of Package I-3: Silicon rubber insulators and fittings for the Son La - Hoa Binh/ Son La - Nho Quan 500kV Transmission Line Subprojects.

3.    Vietnam Electricity (formerly Electricity of Viet Nam) (EVN)/ Northern Vietnam Power Project Management Board (NPPMB) (the Purchaser) now invites sealed bids from eligible bidders for Supply of Silicon rubber insulators and fittings. The scope required includes: suspension string : 803 strings, V type - suspension string: 28 strings, jumper string: 378 strings; tension strings: 672 strings; suspension string with counterweight : 152 strings; V-type string with counterweight : 4 strings.

4.    Bidders should have executed at least 1 contract over the last 3 years (2005-2007) of supplying the Insulator and Fittings for transmission lines which have a voltage of 220kV or above and a contract value of at least US$2.1 million. Bidders should have an average annual turnover of $5 million, over the last 3 years (2005-2007).

5.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible countries.

6.    Interested eligible Bidders may obtain further information and inspect the Bidding Document at the following address from 08:00 hours to 16:00 hours, Hanoi time, from 11 December 2008 (except weekends and holidays).

7.    To purchase the Bidding Document in English, eligible bidders should:

  1. visit the office of Northern Viet Nam Power Projects Management Board at the address above and pay a non-refundable fee of VND3,000,000 or US$200 by cash bank draft or check to Account Number 211000000.5367 at the Investment and Development Bank;
    or
  2. Request for delivery by sending a written application to the office of Northern Viet Nam Power Projects Management Board at the address indicated above. The application must include a bank draft or check to Account Number 211000000.5367 at the Investment and Development Bank for the amount of VND3,750,000 (local delivery) or US$250 (overseas delivery). The document will be sent by courier. No liability will be accepted for loss or late delivery.

8.    Bidders shall submit their bids:

  • to the address above;
  • on or before 9:00 am of 22 January 2009 . Late bids will be rejected.
  • together with a Bid Security of USD 90,000

9.    Bids will be opened on 9:30 am of 22 January 2009 in the presence of the bidders' representatives who choose to attend.

10.    The Purchaser will not be responsible for any costs or expenses incurred in the preparation and delivery of bids.

11.    In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
