Invitation for Bids

1.    This invitation for bids follows the general procurement notice for this Project that appeared in the ADB Business Opportunities on 11 February 2008.

2.    The Socialist Republic of Viet Nam has received a loan from the Asian Development Bank (ADB) towards the cost of Upper Secondary and Professional Teacher Development Project, and it intends to apply part of the proceeds of this loan to payments under the contract for Supply and Delivery of Chemistry, Physics, and Biology Equipment.

3.    The Ministry of Education and Training, Upper Secondary and Professional Teacher Development Project now invites sealed bids from eligible bidders for the following lots:

Lot 1: Chemistry Equipment
Lot 2: Physics Equipment
Lot 3: Biology Equipment

Details and specifications are provided in the Bidding Documents.

4.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries of ADB.

5.    Interested eligible bidders may obtain additional information from Ministry of Education and Training, Project Management Unit and inspect the Bidding Document at the address given below, from 09.00 to 12.00 hours.

6.    To purchase the Bidding Document in English, bidders should:

1. Visit the office of the Project Director at the address below and pay a non-refundable fee of VND 1,700,000 or US$100, in the form of Cashier's Check or direct deposit to the accounts below;

   OR

2. Request for delivery by sending a written application to the office of the Project Director at the address indicated below and pay a non-refundable fee of VND1,750,000 for local delivery or US$150 for overseas delivery. The method of payment will be by Cashier's Check or direct deposit to the accounts below. The document will be sent by courier. No liability will be accepted for loss or late delivery.

7.    Bids must be delivered:

• to the address below;
• on or before 9:00am on 2 December 2009. Late bids will be rejected.
• All bids must be accompanied by a bid security of:

  Lot 1: $14,600
  Lot 2: $14,200
  Lot 3: $17,700

Bids will be opened immediately after the deadline in the presence of the bidders' representatives who choose to attend at the address below.

8.    The Ministry of Education and Training, Project Management Unit will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.

9.    In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
