Invitation for Prequalification

1.    This Invitation for Prequalification follows the General Procurement Notice for this project that appeared in ADB's Business Opportunities on 2 August 2007.

2.    The Socialist Republic of Vietnam has received a loan from the Asian Development Bank (ADB) towards the cost of Mong Duong (1) Thermal Power Plant Project. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

3.    The Vietnam Electricity (the Employer) intends to prequalify firms for the following contract under this project, i.e. Engineering, Procurement, Construction (EPC) Package (Turnkey): Design, Manufacture, Supply, Delivery, Construction, Erection, Commissioning and Testing of Equipment, Structures and Facilities for 2 x 500MW Mong Duong Thermal Power Plant No.1.

4.    The Major works of the project:

  1. Main power plant: consisting of 2 units, its configuration includes 2 boilers + 1 turbine + 1 generator. The units are to be connected to the national network through a step-up transformer and 500kV switchyard.
    + Boiler: using CFB technology with a steam drum and a re-heater; capacity of 250MW.
    + Turbine: traditional steam condenser, one shaft, with heating of feed water, capacity of 500 MW.
    + Generator: 3 phase synchronous, insulating level F, frequency at 50 Hz.
  2. Fuel System: coal conveyors system, coal yard, oil and limestone supply system, etc.
  3. Fresh water supply system, cooling water system and discharge cannel.
  4. Anti-dust, anti-noise systems, ash handling system and environmental protection system.
  5. Fire fighting system.
  6. Auxiliary power system, switchyard for connection to National Network.
  7. Other work items: water treatment system, waste water treatment system, ash handling system, common services for operators, warehouses, workshops, administration building, etc.

5.    Only eligible Applicants with the following key qualifications should participate in this prequalification:

  1. The Applicant or the lead member in case of consortium/joint venture has engineered, supplied, installed and commissioned as the prime contractor or the lead member of a consortium/joint venture on the EPC turn-key basis at least two (2) conventional thermal power plant with capacity of 300MW or larger in the last 15 years and shall have at least 12,000 hours of successful operation to the date of issuance of the Prequalification documents, 1 of which is outside their home country.
  2. The Boiler designer and manufacturer, who shall design, manufacture, supply, commission and guarantee its performance for this project have successfully designed, manufactured, supplied, commissioned and tested:
    • at least 2 CFB technology and sub-critical or higher drum-typed boilers with a capacity of 200 MW or larger in the last fifteen (15) years and shall have at least 6,000 hours of successful operation to the date of issuance of the Prequalification documents. The boiler efficiency (guaranteed/actual) shall also be declared for information;
    • at least one (1) CFB technology and sub-critical or higher drum-typed boilers fires anthracite coal as classified by ASTM D388 in the last fifteen (15) years and shall have at least 6,000 hours of successful operation to the date of issuance of the Prequalification documents.
  3. The STG (Steam Turbine and Generator) designers and manufacturers, who shall design, manufacture, supply, commission and guarantee its performance for this project have successfully designed, manufactured, supplied, commissioned and tested at least two (2) steam turbine generators with a capacity of 500MW or larger in the last fifteen (15) years, one (1) of which shall have at least 12,000 hours of successful operation to the date of issuance of the Prequalification documents. The unit heat rate (guaranteed/actual) shall also be declared for information.
  4. The Step-up Transformer designer and manufacturer, who shall design, manufacture, supply, commission and guarantee its performance for this project have successfully designed, manufactured, supplied, commissioned and tested at least three (3) step-up transformers, with a capacity of 200MW (each phase) and 500kV outlet voltage or larger, in the last fifteen (15) years and shall have at least 12,000 hours of successful operation to the date of issuance of the Prequalification documents.
  5. The ICMS designer/manufacturer, who shall design, manufacture, supply, commission and guarantee for this project have successfully designed, manufactured, supplied, commissioned and tested at least two (2) ICMS's of modern, state-of-the-art and proven microprocessor-based type for coal fired thermal power plants with a capacity of 500MW or larger in the last fifteen (15) years, one (1) of which shall have at least 12,000 hours of successful operation to the date of issuance of the Prequalification documents.
  6. Minimum average annual construction turnover of US$ 420 millions calculated as total certified payments received for contracts in progress or completed, within the last 3 (three) years. For each partner of JV must meet 25%, and one partner of JV must meet 40% of the requirement.

6.    It is expected that the Invitation for Bids will be made in February 2009.

7.    Interested eligible Applicants may obtain further information from the Thermal Power PMU No.1 at the address indicated below from 7:30 a.m. on 18 August 2008 (office hours only).

8.    The Prequalification Document, in English, may be purchased by interested Applicants on the submission of a written application to the address below and upon payment of a non-refundable fee of USD 100 or an equivalent amount in VND. The method of payment will be by cash or direct deposit to the account indicated below. For an additional fee of $50 or an equivalent amount in VND, the document will be sent by courier. No liability will be accepted for loss or late delivery.

9.    Applications must be delivered to the address below on or before 4:00pm on 18 October 2008. The Employer reserves the right to accept or reject late applications.

10.    The Employer will not be responsible for any costs or expenses incurred by Applicants in connection with the preparation or delivery of their Applications.

11.    The Employer will notify all Applicants in writing of the names of those Applicants who have been prequalified.
