Loan 2384-VIE: Lower Secondary Education for the Most Disadvantaged Regions Project

The Socialist Republic of Viet Nam has received a loan from the Asian Development Bank (ADB) to help finance the cost of the Lower Secondary Education for the Most Disadvantaged Regions Project (LSEMDRP). The loan was approved on 10 December 2007.

The Project is expected to improve lower secondary education (LSE) participation rates, particularly for girls and ethnic minorities, in 103 of the most disadvantaged districts in 17 provinces. LSEMDRP consists of 4 components: (i) improve access to lower secondary education, (ii) enhance the quality and relevance of secondary education, (iii) pilot-test and evaluate innovative approaches to give disadvantaged groups better access to education, and (iv) strengthen capacity to plan and manage targeted support for ethnic minorities and girls.

Output 1: Improve Access to LSE. This component will involve construction of schools, classrooms, semi-boarding facilities to expand access for ethnic minority and poor students who live in remote communes.

Output 2: Enchanced Quality and Relevance of LSE. This component will result in the following outputs: (i) better in-service and pre-service teacher training, (ii) provision of continuing professional development, (iii) development of supplementary instructional materials, (iv) construction of new housing for teachers, (v) new libraries and laboratories, (vi) information and communication technology applications in the education of girls and ethnic minorities, and (vii) scholarship programs for teacher training for minority students.

Output 3: Pilot Innovations to Improve Access and Equity for Minorities and Girls to LSE. This component will result in the following outputs: (i) pilot scholarship program for ethnic minorities, (ii) public awareness campaign to promote LSE, (iii) pilot semi-boarding school feeding program, and (iv) research studies on pilot innovations.

Output 4: Improved Planning and Managing Capacity for LSE in the Most Disadvantaged Regions. This component will result in the following outputs: (i) capacity development for education planning and management, (ii) school-based education management information system for ethnic minorities, and (iii) project implementation and administration support.


Procurement:

All goods and works financed under the Project will be procured in accordance with ADB's Guidelines for Procurement .

Civil works comprise construction of (i) 819 new classrooms, 960 semi-boarding rooms, 48 continuing education center classrooms, 867 teacher housing units, with water and sanitation facilities, and (ii) 180 libraries and 112 laboratories. All civil works will be carried out using national competitive bidding procedures (NCB).

Supply contracts for goods include furniture and equipment for the classrooms, semi-boarding schools, houses for teachers, and for the project implementation units. Goods estimated at $1 million equivalent or more will be awarded on the basis of international competitive bidding, and those for goods (other than instructional materials) estimated at less than $1 million but more than $100,000 equivalent through NCB. Contracts estimated at less than $100,000 equivalent will follow shopping procedures. Instructional materials will be procured through NCB or direct contracting.


Consulting Services:

A total of 71 person-months of international consulting and 403 person-months of national consulting will be contracted through a consulting firm in accordance with ADB's Guidelines on the Use of Consultants. The consulting firm will be selected in accordance with the quality- and cost-based selection method using a quality-cost ratio of 80:20. The list of the consulting services include:
