ADB has identified capacity development (CD) as a key development priority, supporting the growing international consensus* that country capacities to manage their own affairs are vital to public sector performance and sustainable development.
ADB's approach to integrating capacity development into its internal operations and in Developing Member Countries' country partnership strategies is outlined in its Medium-Term Framework and Action Plan (CD Action Plan). Country capacity is also highlighted as a top priority in ADB's Action Plan on Managing for Development Results.
