Capacity Development Interventions

A Targeted Approach

ADB's capacity development (CD) interventions aim to provide strategic and innovative support to enhance its DMCs' capacities to formulate and implement policies, reforms, and investments needed for poverty reduction. Specifically, ADB supports its DMCs through its focus on developing country capacities.

A Framework for Intervention

ADB's CD interventions target the national, sub-national, and sector levels to develop institutional, organizational, and network/partnership capacities.

Institutional Development focuses on the formal and informal rules that govern the institutional, political, legal and regulatory framework, including

  • civil service reform
  • public revenue and expenditure/procurement management
  • governance and anticorruption efforts
  • legal, judicial, and audit reform
  • regulatory reform

Organizational Development focuses on organizational and management processes targeting

  • missions, goals, and strategies
  • work processes and structures (SOPs, technology)
  • leadership
  • staff skills and capacities
  • internal relationships (conflict resolution)
  • rewards and incentives
  • internal coordination and control mechanisms (planning, budgeting, auditing and monitoring)

Networks and Partnership Development focuses on the processes necessary for improved communications and interactions across sectors and among multiple actors including government agencies, the private sector, non-government organizations, consumer groups, advocacy and watchdog groups, and external development partners e.g. other donor agencies. This type of intervention aims to develop

  • joint strategic planning processes
  • joint implementation measures including better alignment with country systems
  • joint monitoring and evaluation tools
  • mutual accountability mechanisms
  • coalitions for reform and capacity development
