CAREC consists of eight participating countries, including the governments of Afghanistan, Azerbaijan, People's Republic of China (focusing on Xinjiang Uygur Autonomous Region), Kazakhstan, Kyrgyz Republic, Mongolia, Tajikistan, and Uzbekistan.

Total Lending to End-2004: $617.3 million
Loan Program: Total assistance to be provided by ADB to Afghanistan will exceed $1 billion during 2005?2008, and $1.5 billion during 2002?2008. Under the revised terms of the ADF approved in July 2004, up to 50% of the ADF allocation for Afghanistan of $200 million/year during 2005-2008 may be provided in the form of grants.
Focus: Support reconstruction and development through building national capacity, establishing appropriate policy and institutional frameworks, and rehabilitating essential infrastructure.

Focus: Strengthen pro-poor growth through support for initiatives in the financial and agricultural sectors; promote good governance through continued public sector reform; improve provision of social services and urban development; and promote regional economic cooperation. A new country strategy and program will be completed in June 2005
