Donor Coordination and Cooperation

CAREC provides scope for interagency collaboration and coordination among ADB's major multilateral development partners

and bilateral partners (European Union, Germany, Japan, Switzerland, United Kingdom, and United States).

ADB's proposed program [ PDF ] has been discussed with those partners and complements their operational priorities and programs. Early coordination efforts with other donor agencies have met with success. The Almaty-Bishkek Regional Road Rehabilitation Project [ PDF ] was cofinanced with EBRD and the European Union. However, the scale and complexity of regional problems require strengthened coordination efforts, particularly in terms of forward programming, where ADB and other aid agencies could complement each other in addressing these problems.

As ADB accelerates its support for regional economic cooperation in Central Asia, donor coordination and cooperation has become both more important and urgent. To maximize cofinancing opportunities, ADB will maintain its dialogue with governments and organizations in the region, particularly the Shanghai Cooperation Organization* and the Eurasian Economic Community.

CAREC countries have shown increasing interest in engaging greater business participation in the Program. In response, a regional business roundtable for Central and South Asia was convened in Bishkek in November 2005 in conjunction with the Fourth Ministerial Conference, at which a strategy note identifying options for involving the private sector was presented. Donor coordination and collaboration with the private sector must be further strengthened to accommodate the recent expansion in CAREC participation to include Afghanistan and possibly the Russian Federation.
