CEFPF/CCF Application Instructions for Direct Charges


CEFPF and CCF resources are used to service DMCs and can be tapped through ADB's operations department.

Here are the instructions for applying to the CEFPF/CCF for Direct Charges support, the application form [ DOC: 247kb ], and some notes on our standard procedure. We have likewise attached the facility's Design and Monitoring Framework [ PDF: 49kb | 8 pages ] (DMF) which should be used in completing the application form, making sure that the project strategically aligns with the CEFPF/CCF objectives, justifying the requested support.

  1. On Cost Estimates:

    The Cost Estimates and Financing Plan should follow the instructions in ADB's Operations Manual (e.g. D12, Operations Manual, Appendix). Please note though that "Contingencies" under section A and section B on Government Financing do not apply to the CEFPF. Since the Director for RSID is the sole approving authority for Direct Charge allocations under the CEFPF/CCF, before endorsing your project for final approval, we may request to see a detailed budget schedule (scroll below for example) of your Cost Estimates and Financing Plan summarized on the CEFPF/CCF application form. The same detailed schedule may also be requested by the CTL as a reference for making payments. Thus, please be ready to share a detailed budget as necessary.   2. On Implementation Arrangements:

    This section may include a description of the following items, depending on their relevance to your project: Project Management, Implementation Period, Procurement, Consulting Services, Disbursement Arrangements, Reporting (project performance and financial), Monitoring and evaluation, project review, information dissemination.

    Describe the substantive role of the counterpart institution(s) in the government (if the Direct Charge application is country-based and regardless of whether the financing is by grant or administrative budget); do not discuss routine administrative and logistical support.

    If the Direct Charge application requires consultant inputs, specify the areas of expertise, duration, and expected results. Provide outline terms of reference in a separate appendix-full terms of reference will be kept in the files for the consultants and others who need greater detail. If consultants are to be engaged by ADB, include the following: "The consultants will be engaged by ADB in accordance with the Guidelines on the Use of Consultants (2007, as amended from time to time)."

    Outline the plan for disseminating the expected outputs and outcome evaluation.

  3. On Categories of Direct Charges:

    There are 4 categories of Direct Charges activities as per CEFPF's Work Program:

    1. Knowledge, Capacity and Innovation Services
    2. Expert Services for Project Support
    3. Regional and Partnership Development
    4. Facility Operational Support
