CEFPF/CCF Application Instructions for GCIs or TAs

CEFPF and CCF resources are used to service DMCs and can be tapped through ADB's operations department.

Here are the comprehensive instructions for applying to the Clean Energy Financing Partnership Facility (CEFPF) or Climate Change Fund (CCF) for Grant Component of Investment (GCI) or TA financing. The Clean Energy Working Group (CEWG) who reviews the applications will first match your application with the CEFPF, followed by the CCF. Thus, it is advisable that you apply with the CEFPF-ACEF in mind, as it will give your project the most flexibility in terms of fund source. Following are the application instructions:

A. Application Deadlines

CEFPF/CCF reviews applications in six (6) batches throughout the year. Please submit your completed application packets (i.e., application form and concept paper) to the Secreatariat on or before the following deadlines:

January 31 May 31 September 30
March 31 July 31 November 30

Your application will be processed together with other applications submitted by the nearest deadline listed above. Successful applications will receive confirmation from the Secretariat within approximately 5 weeks of the relevant deadline.

B. Application Form and DMF

Attached below is the latest standard application form template. We have likewise attached the CEFPF's Design and Monitoring Framework [ PDF: 64kb | 6 pages ] (DMF) which it shares with the CCF. The DMF will help you complete the application form so that your project strategically aligns with the CCF's/CEFPF's objectives, justifying any allocations.

Please note the CEFPF/CCF only accepts the following standard concept paper templates of ADB as an attachment to the application form. Kindly use the template most appropriate to your project application:

C. Incremental Costs

Projects that intend to use CCF/CEFPF resources to buy down the cost of alternative low carbon technologies must quantify the incremental cost of deploying the clean energy technologies. Incremental costs are the additional costs associated with transforming a project from "business as usual" into "lower carbon" options. The incremental costs will then be considered against the amounts requested for CCF/CEFPF support. Kindly describe your incremental costs as the final pararaph to section A on the application form.

D. Implementation Guidelines

For your quick reference, attached here also are the various Implementation Guidelines (IGs) for the multidonor Clean Energy Fund (CEF), and the bilateral Asia Clean Energy Fund (ACEF) supported by JPN.

E. Additional Instructions for Tapping the ACEF

Finally, following are some notes on tapping the ACEF funds.

  1. On matters where the ACEF IGs are silent, the CEF IGs guide the Clean Energy Working Group (CEWG) in endorsing the applications.
  2. In tapping the ACEF, please remember to kindly engage the local GOJ embassy (and note the date of first consultation on the application form) intended to solicit their buy-in for your project. A link to the latest list of Japanese Embassy Officials in ADB DMCs can be accessed by ADB personnel at JSF List of Japanese Embassy Contacts. You might consider sending/e-mailing the official contact person a brief note in advance describing the project before engaging them in any face-to-face meetings.
  3. ACEF requires cost tables (or at least, your best indicative cost estimate at this stage of your project development) for Tokyo's consideration. In this connection, if you are using the Capacity Development / Policy Advisory / Research and Development Technical Assistance concept paper, please prepare the cost tables as an appendix to your application package (sample templates are attached below). Project Concept Papers already have these cost tables included.
  4. ACEF requires incremental cost calculations, comparing the "business as usual" option vs. the "lower carbon" option. You may consult with Sam Tumiwa (stumiwa@adb.org) for queries on the calculation methodology. Please attach the computations as an appendix to your application package.

c. Physical contingencies computed at x% for civil works; and x% for field research and development, training, surveys and studies. Price contingencies computed at x% on foreign exchange costs and x% on local currency costs; includes provision for potential exchange rate fluctuation under the assumption of a purchasing power parity exchange rate.

d. Includes interest, commitment charges and front end fees. Interest during construction has been computed at the five-year forward London interbank offered rate plus a spread of X.X%.
