Dutch Cooperation Fund for Promotion of Renewable Energy and Energy Efficiency (PREGA)
The main objective of PREGA is to promote investments in renewable energy, energy efficiency and greenhouse gas abatement technologies in developing member countries that will increase access to energy services by the poor, realize other strategic development objectives, and help reduce greenhouse gas emissions. Under the first phase, PREGA was implemented in these 14 developing member countries in coordination with National Counterpart Agencies (NCAs), National Implementation Committee (NICs), and National Technical Experts (NTEs):
The second phase started in January 2005 and ended in December 2006. Additional countries that participated in Phase 2 are the following:
OutputsPREGA has carried out pre-feasibility/feasibility studies of investment projects for financing consideration through commercial, multilateral, and bilateral sources, including specialized treaty-linked mechanisms such as the Global Environment Facility and the Clean Development Mechanism (CDM). [ PDF: 166kb | 7 pages ] PREGA also generated reports on policy and institutional barriers to the dissemination of renewable energy, energy efficiency and greenhouse gas abatement technologies, and financing models for such investment projects. There were 49 pre-feasibility studies, 7 feasibility studies, 8 project design documents (PDD), 10 project idea notes (PIN) and 5 technical studies prepared. OutcomePREGA has provided significant capacity building to the participating countries in conducting pre-feasibility/feasibility studies of renewable energy, energy efficiency and greenhouse gas abatement (REGA) projects. It has built the capacity of government agencies, consultants, the academe, and other stakeholders in preparing PINs and PDDs which could be finances under the CDM.
