Development of ADB’s New Energy Policy - External Consultation ProcessADB's Regional and Sustainable Development Department (RSDD) led the development of the new energy policy. The ADB Energy Committee, an ADB-wide team of energy specialists, played an active role in its preparation. The input and advice of a variety of stakeholders– government, civil society, academe, the private sector, and others –helped to inform the energy policy’s development. Initially developed as an energy strategy, the document was upgraded to an energy policy based on the recommendation that, given the global importance of climate change and the urgent need for clean energy in Asia, ADB Board consideration be sought. The content of the new energy policy is congruent with the draft energy strategy developed in consultation with external stakeholders, and is aligned with ADB’s long-term strategic framework for 2008-2020, Strategy 2020. To solicit and receive inputs from those outside of ADB who have a stake in ADB’s energy operations, ADB held a 60-day external consultation process from 28 May to 27 July 2007. ADB posted the consultation draft in English [ PDF: 130kb | 34 pages ], During the consultation period, 34 individuals and organizations submitted written comments-response matrix on the consultation draft through an online feedback form. Also during this time, ADB also held four sub-regional consultation workshops across the Asia and Pacific region to secure feedback. Total participants numbered 150, from 27 countries, representing a broad range of stakeholder groups, including:
