How does ADB promote coordination with other funding agencies?

When formulating ADB's operational strategy for each of its developing member countries (DMCs):

  • ADB contacts the other major official funding agencies in the country, noting their aid strategies and operational objectives.

  • ADB identifies cofinancing opportunities relating to specific projects when the Country Strategy and Program in the DMC concerned is formulated, and later (if required), when project preparatory technical assistance is provided.

  • ADB explores opportunities for cofinancing during all stages of the project processing cycle, and welcomes cofinancier participation in appraisal missions, subject to government concurrence, as well as in project implementation review missions.

How can donors enhance the value of their grant contributions?

By reviewing ADB's Country Strategy and Program for each country in which the donor is active, and indicating to ADB early in the project processing cycle which technical assistance and/or loan projects the donor may be interested in cofinancing. In this way the donor can be involved in the formulation of such projects and thus contribute the donor's experience and expertise in the sector concerned.

Also, by providing grant funding for project preparatory technical assistance, or specific components of ADB's loan projects, the donor can maximize the impact of its grant resources and support its other activities in the sector concerned.

DMCs can help by:

  • identifying projects with potential for cofinancing early in the relevant donors' project processing cycles.

  • seeking financial assistance from bilateral sources for projects with cofinancing possibilities.
