Policy and Strategy Papers

ADB prepares a large number of documents that provide it with mandates and/or direction and guidance for undertaking activities in diverse areas. Policy and strategy papers are the two most important directional documents of ADB. A list of key existing policy and strategy papers is given below.

Procedural requirements and guidance on the implementation of policies are spelled out in the Operations Manual.

ADB has recently updated the sector and thematic classification of operational projects. The new system lists both the sectors/themes as well as subsectors/subthemes.
