About the Public Communications Policy



'Sharing Information for Better Development'

The public communications policy (PCP) promotes proactive external relations and improved access to information about ADB operations to enhance ADB's development effectiveness - hence the tagline, 'Sharing Information for Better Development'.

The policy promotes greater transparency and accountability by enabling ADB's stakeholders - especially people affected by development activities - to better participate in the decisions that affect them.

Communicating with Affected People

One of the most significant changes to ADB operations under the PCP is providing information to facilitate greater engagement of affected people in the early stages of project planning and preparation. For example, documents are disclosed in draft form in advance of consultations.

The PCP uses the term "publicly available" to refer to documents posted on ADB's website. While the web may be considered the main medium for making information publicly available, there are likely other more effective, appropriate means of information dissemination for people affected by projects (considering literacy level, geography, infrastructure, popular mass media, etc.).

Presumption in Favor of Disclosure

As a public institution, ADB sees the need to be accountable and transparent among its constituents. Moreover, if ADB aims to take a more participatory approach to development and foster a learning culture both within and outside the Bank, the act of sharing and exchanging information is integral.

The PCP is founded on a presumption in favor of disclosure, which means that, unless information meets clear criteria for confidentiality, the information will be disclosed.

Exceptions

In keeping with a presumption in favour of disclosure, information that cannot be disclosed is limited, and must meet strict criteria for confidentiality. These criteria protect, for example, the deliberative process of ADB and its members, the competitive interests of private sector clients, the safety and privacy of ADB staff.
