Review of ADB's Public Communications Policy

Following extensive consultation with government officials, project-affected people, journalists, and representatives of private, academic, and nonprofit organizations, ADB has prepared a second draft of the Public Communications Policy.

Comments are welcomed through 24 November 2004.

Stage 1 – Preparation  
Background documents prepared, and Action Plan formulated August 2003
Stage 2 - Initial Comment Period  
Background documents and Action Plan placed on this web site; public invited to comment on current ADB policies on Disclosure and Information over next 90 days August 2003
Deadline for comments, which are posted on web site as received November 2003
Stage 3 - External Consultations on the Draft Public Communications Policy (PCP)  
First Draft of PCP placed on web site, along with explanation of how external comments have been addressed in the document 28 February 2004
First consultation workshop takes place in Manila; summaries posted on web site after each workshop 17 March 2004
Ninety day public comment period concludes on First Draft; comments posted on web site as received 28 May 2004
Face to face consultations conclude July 2004
Stage 4 - Preparation and Review of Second Draft Working Paper  
Second Draft of PCP prepared, taking into consideration comments made on First Draft August-October 2004
Second Draft made available for public comment on web site for 30 days 26 October-24 November 2004
Stage 5 - Preparation and Board Review of Official Working Paper  
Third Draft (Board Working Paper) prepared November-December 2004
Draft posted on web site and submitted to Board of Directors for discussion January 2005
Stage 6 - Preparation of Final Policy Paper and Related Implementation Documents  
Operations Manual section and PCP Handbook drafted. New InfoUnit established. To be determined
Final Policy Paper (R-Paper) submitted to Board of Directors for approval, along with external comments received on W-Paper To be determined
Stage 7 - Implementation  
Policy enters into effect On date approved by Board of Directors in R-Paper
Awareness-raising and training of ADB staff, project implementation units, executing agencies, and government officials To be carried out in 2005 after the PCP is approved by the Board of Directors
New policy communicated to stakeholders
PCP Handbook distributed to ADB staff and others involved with project implementation and country programming
Operations Manual section finalized, distributed to staff, and made publicly available on web site
