The Government of Maldives intends to promote regional development in the central regions of the country through a project known as Regional Development Project Phase 2 - Environmental Infrastructure and Management. This project is funded with loan assistance from Asian Development Bank (ADB) and it focuses on poverty reduction, community development and improvements of water supply, sanitation services, solid waste management and land management. The Project combines the three principal thrusts at policy improvements, capacity building and investment facilities.
Brief Description of Consultant Services to be Procured:
The project will require 141 person-months consulting of services (61 international and 80 domestic). The consulting services are required to facilitate project implementations and to strengthen the institutional administrative and financial capacities of the Project Management Unit (PMU) and Project Implementation Units (PIUs). The following consultants are required:- Project Management Advisor and Team Leader (international, 24 person-months)
- Environmental and Sanitation Engineer and Deputy Team Leader (domestic, 21person-months)
- Financial Management and Procurement Specialist (international, 12 person months)
- Monitoring and Evaluation Specialist (M&E) (international, 4 person-months)
- Monitoring and Evaluation Specialist (domestic, 12 person-months)
- Community Mobilization and Social Development Specialist (international, 3 person months)
- Community, Gender, and Social Development Specialist (domestic, 20 person months)
- Environmental Awareness and Monitoring Specialist (international, 3 person months)
- Land-Use Planner (international, 5 person-months)
- Geohydrologist (international, 2 person-months)
- Land-Use Planner (domestic, 7 person-months)
- Development Economist (international, 4 person-months)
- Institutional Specialist (domestic, 2 person-months)
- Solid Waste Management Specialist (domestic, 7 person-months)
The Ministry of Atolls Development (MoAD) on behalf of the Government of Maldives invites expressions of interest from consulting firms to provide the above mentioned consultants and their services. The deadline for submission of Expression of Interest will be 1400 hrs (local time on Tuesday, 12th July 2005). MoAD intends to prepare a short list of consulting firms, to whom an invitation to submit proposal will be extended, by around July 2005.
