Brief Description of Project:

The Project is a key urban infrastructure initiative of the Nanjing municipal government. It is classified as a "targeted intervention" because it contributes to achieving Millennium Development Goal 7, Target 10, which calls for halving, by 2015, the proportion of people without access to safe drinking water and improved sanitation. The Project will help Nanjing, the capital city of Jiangsu Province, in
  1. reducing water pollution;
  2. protecting water resources;
  3. reducing economic losses and disruption to livelihoods from frequent localized flooding;
  4. promoting sustainable economic development;
  5. improving the environment, living conditions, and public health standards,
  6. developing an integrated wastewater and sludge management system, and
  7. improving service efficiency through increased competition and private sector participation.
The Project includes 10 major activities grouped into 6 components:
  1. Inner Qinhuai River improvement and water replenishment,
  2. He Xi north district river improvement and water replenishment,
  3. City east wastewater management and urban wetland,
  4. stormwater management,
  5. sludge management, and
  6. institutional development involving targeted capacity building and training in wastewater and stormwater management.
All components of the Project will contribute to significantly improving the water quality in the Qinhuai River which empties into the Yangtze River. The Project supports the Government's 11th Five-Year Plan, one of the key goals of which is to improve living conditions and health in the cities of the PRC and promote their sustainable economic development.

Brief Description of Goods and Related Services, Works or Consulting Services to be Procured and related justification for advance contracting and retroactive financing::

The Government has requested for advance contracting (i) to expedite the award of civil works contracts including (a) tendering, and bid evaluation for civil works contract packages, and (b) preparation of tender documents for the procurement of materials, plant, equipment, and vehicles; and (ii) for recruitment of loan implementing consultants. The Government also requested for retroactive financing for civil works and equipment for part of the City East River Improvement Component under the Project.
