Advance Action on Procurement of Consulting Services for Engineering and Management Improvement Services
Country/Borrower: Republic of Armenia
Proposed Project: Water Supply and Sanitation Sector Project The Government of the Republic of Armenia (the Government) has applied for a loan from the Asian Development Bank (ADB) to improve the living standards, the environment, public health and economic opportunities for about 576,000 people living in 16 towns and about 125 villages through safe and reliable water supply and improved sewerage and sanitation facilities. The Project will help the Government to provide the required institutional and management support to Armenian Water and Sewerage Company (AWSC) and the local municipal governments to enable them to be more self-disciplined in financial, managerial, and technical aspects. The Government intends to use part of the loan proceeds to finance local consulting services for engineering and management improvement services to the Project Management Unit (PMU) which is titled as Package B of the consulting services under the Project. Details of the terms of reference and the budget are available from the State Committee of Water System (SCWS). SCWS is the Executing Agency responsible for selecting and engaging consultants in accordance with ADB's Guidelines on the Use of Consultants, and using the quality-and cost- based selection (QCBS) method. Inputs of 796 person-months of national consultants are planned for:- Feasibility, Detailed Design, and Construction Supervision which will include Water Supply Sewerage Engineers, Hydrogeologist, Groundwater Modeling Specialist, Environment Specialist, Sociologist/Gender Development Specialist, Financial Analyst/Economist, Procurement Specialist, Structural Engineer, Mechanical Engineer, Electrical Engineer, Quantity Surveyor, Computer Aided Design (CAD) Operators, Construction Supervision Specialists, and Field Inspectors; and
- Management Improvement and Capacity Development which include Fin. Management Specialists, Public Outreach/Community Management Specialist, Management Information System Specialist, Asset Management Specialist, Water Quality Specialist, and Water Utility Training Specialists
