- constructing an expressway across mostly mountainous terrain;
- improving local roads and passenger transport stations, servicing poor counties and townships; and
- providing consulting services and training to enhance capacity of the executing agency and domestic consultants for project management, construction quality, road safety, and project monitoring and evaluation.
- reduce traffic accidents and vehicle operating costs;
- improve access within Yunnan Province, and facilitate the movement of goods and people between the PRC and GMS;
- provide additional transport capacity to accommodate growing traffic; and
- provide improved access to markets and social services in a poor area.
Brief Description of Civil Works to be Procured for Advance Contracting:
The Government requested for ADB to approve advance contracting for civil works. Advance contracting covers bidding of contractors and bid evaluation, but will not include contract awards. The advance action will be undertaken in accordance with ADB's Guidelines for Procurement. All ADB-financed procurement will follow ADB's Guidelines for Procurement. The expressway civil works contracts will be divided into 14 packages, which will be financed by ADB and procured under International Competitive Bidding (ICB). ADB-financed equipment and facilities for expressway and local road will be procured under ICB or national competitive bidding (NCB). The ICB will be handled by a tendering company that is well qualified to perform these tasks. Date of Advance Contracting Approval: 16 May 2007
