Brief Description of Project:
The Project will improve the road transport network by building a section from Baise to Longlin (Guizhou border) of the Kunming-Shantou corridor, one of the high priority western corridors in PRC. It will provide access to nearest seaports to inland provinces such as provinces of Guizhou, Yunnan, Sichuan and Chongqing. The rural road network in Western Guangxi needs to be improved to ease access to essential services and to achieve a more balanced socioeconomic development in Guangxi. The Project aims to
  1. develop an efficient, safe, reliable and environmental friendly road transport system;
  2. upgrade associated rural roads and passenger stations to improve rural village's access to markets, income-earning opportunities, education and health services, and social activities.

The Project will
  1. build a 177 km, access-controlled toll expressway from Baise to Longlin (Guizhou border), and its connector roads, tunnels (7 km in total), bridges (54 km in total), interchanges, toll stations, and service areas;
  2. upgrade 310 km of rural roads to integrate into the rural road network and provide access to border areas;
  3. rehabilitate 750 km of village access roads to poor minority villages,
  4. build 2 Class-III border passenger stations and 48 Class-V township passenger stations,
  5. improve transport service by pilot-testing a rural transport action plan in Baise City,
  6. promote corporate governance, and
  7. strengthen local transport authorities in construction supervision, road safety, maintenance and project management through providing consulting services and training.

Brief Description of Civil Works to be Procured for Advance Contracting:

The Government has requested for advance contracting of civil works to expedite the award of contracts, which includes:
  1. prequalification of contractors,
  2. bidding,
  3. bid evaluation, and
  4. contract awards.
The advance action will be undertaken in accordance with ADB's Guidelines for Procurement.

All ADB-financed procurement will follow ADB's Guidelines for Procurement. The expressway civil works will be divided into 26 packages, the pavement into 6 packages of which will be financed by ADB and procured under international competitive bidding (ICB). All other packages, including traffic management facilities; landscaping works; building and ancillary facilities will be financed by the Government and procured under government bidding procedure acceptable to ADB. The six rural road sections financed by ADB will be procured through national competitive bidding (NCB). The village roads and township passenger stations financed by ADB will be procured through shopping. International bidding will be handled by a tendering company that is well qualified to perform these tasks.
