Advance Action on Procurement and Recruitment of Consultants

Title of Proposed Project: CAREC Regional Road Corridor Improvement Project (TAJ component: Dushanbe - Kyrgyz Border)

Republic of Tajikistan has applied for a loan from the Asian Development Bank (ADB) towards the cost of Project for the Improvement of the Regional Road Corridor (Dushanbe - Kyrgyz Border).

The Project has two components:
  1. Improvement of about 120 km road (Section Nimich - Karamik at km 214-337), bridges construction and rehabilitation, drainage works;
  2. Performance-Based Maintenance

ADB-funded goods and services will be procured in accordance with ADB's Guidelines for Procurement.

Consulting Services

The Government of the Republic of Tajikistan has applied for a loan from the Asian Development Bank (ADB), and intends to apply part of the proceeds of this loan under Project for the Improvement of the Regional Road Corridor (Dushanbe - Kyrgyz Border) for the Consulting Services for the preparation of detailed engineering design, tender documents and environmental, social/poverty assessment and construction supervision.

The Project will require 634 person-months of consulting services (67 international and 567 domestic) to support implementation. ADB-financed consultants will be selected and engaged according to the ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for engaging domestic consultants.

The services requested include preparation of detailed engineering design, Specifications and Bill of Quantity and tender documents based on the standards of ADB on the existing alignment.

The Ministry of Transport and Communications of the Republic of Tajikistan now invites eligible consultants to indicate their interest in providing the services.

Interested consultants must provide information indicating that they are qualified to perform the services (brochures, experience in similar conditions, availability of appropriate skills, etc.).

Consultants may associate to enhance their qualifications.

Consultant will be selected based on Quality- and Cost-Based Selection (QCBS) method in accordance with the ADB's Guidelines on the Use of Consultants. The services are expected to start not later than January 2008.
