Advance Action on Procurement and Recruitment of Consultants

Title of Proposed Project: CAREC Regional Road Corridor Improvement Project (KGZ component)

The Government of the Kyrgyz Republic has applied for a grant assistance from the Asian Development Bank (ADB) towards the cost of Project No. (39676-01): Kyrgyz Republic - Tajikistan Regional Road Corridor Improvement Project.

The Project has the following components:
  1. Improvement of about 142 km of the two-lane road from Karamik on the border with Tajikistan to Sary-Tash in the Kyrgyz Republic;
  2. Capacity building for the domestic private sector for road maintenance (especially Performance Based Maintenance).
  3. Improvement of border infrastructure and facilities at the Irkeshtam border crossing.
Procurement

ADB-funded goods and services will be procured in accordance with ADB's Guidelines for Procurement.
  • Through International Competitive Bidding:
    1. Civil Works for improvement of about 142 km of the two-lane road from the border with Tajikistan to Sary-Tash in the Kyrgyz Republic.
  • Through National Competitive Bidding:
    1. Road maintenance.
Consulting Services

The Government of the Kyrgyz Republic has applied for a grant assistance from the Asian Development Bank (ADB), and intends to apply part of the proceeds of this grant financing under Kyrgyz Republic - Tajikistan Regional Road Corridor Improvement Project for consulting services for design review, procurement and bid evaluation, construction supervision including of the rehabilitation of the Sary Tash - Karamik Road based on the standards of ADB on the existing alignment, project monitoring and evaluation, and capacity building for the domestic private sector for road maintenance (especially Performance Based Maintenance).

The Project will require total 430 person-months of consulting services.

Services of consulting firm will be provided for
  1. Design review,
  2. Tendering and bid evaluation,
  3. construction supervision including training to the domestic private sector and tendering out PBM contracts,
  4. project benefits monitoring and evaluation, and
  5. project management (59 international person-months and 321 domestic person-months for the Project implementation support).
In addition 25 person-months of individual international consulting services and 25 person-months of individual domestic consulting services will be provided for supporting MOTC in outsourcing road maintenance activities to the private sector and introducing best practices in preventative road maintenance.

All ADB-financed consultants will be selected and engaged according to the ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for engaging domestic consultants.

The Project Implementation Unit of the Ministry of Transport and Communications (PIU, MOTC) now invites eligible consultants to indicate their interest in providing the services.

Interested consultants must provide information indicating that they are qualified to perform the services (brochures, experience in similar conditions, availability of appropriate skills, etc.).

Consultants may associate to enhance their qualifications.

Consultants will be selected based on Quality-and-Cost-Based Selection (QCBS) method in accordance with the ADB's Guidelines on the Use of Consultants . The services are expected to start not later than 1 February 2008.

Interested bidders and consulting firms from ADB's member countries may obtain further information at the address below from 0830 to 1730 hours (local time), Monday to Friday except public holidays.

Expression of Interest (in English) must be delivered to the address below not later than 19 October 2007. (A Russian translation is not mandatory, but would be appreciated to assist the MOTC Evaluation Committee in more quickly deciding its shortlist).
