Title of Proposed Project: Power Sector Expansion Project

Brief Description of the Project:
1. The Government of Samoa and the Electric Power Corporation (EPC) has requested a loan from the Asian Development Bank (ADB) to support the Power Sector Expansion Project. The Project aims to meet growing demand for electricity primarily through the development of indigenous renewable energy resources of Samoa to reduce the country's dependence on imported fossil fuels for electricity generation. The investment subprojects includes generation and transmission projects, and a SCADA system over a period of 8 years. Demand and supply-side efficiency projects will be implemented throughout the investment period. EPC is responsible for implementing the investment plan. 2. The core subprojects comprise the Hospital feeder upgrading project and supply and install of pre-payment meters for all consumers commencing in 2008. 3. Consulting services for project implementation will be required for a period of 3 years to assist EPC, through its project management unit (PMU), in coordinating and implementing the Project. Capacity building for EPC will be an integral part of the assignment. A firm will be engaged to provide 69 person-months of international consulting services, in accordance with the Guidelines on the Use of Consultants by ADB and its Borrowers (2007, as amended from time to time). The firm will be recruited using quality- and cost-based selection (QCBS) procedures. Full technical proposals will be requested. 4. Download the outline Terms of Reference (TOR). 5. The budget for the consulting services is US$2,030,000. In addition, a contingency sum of US$800,000 will be provided to cover to cover unforeseen consultancy costs. 6.
