Brief Description of Project:

The Government of Samoa and the Electric Power Corporation (EPC) has requested a loan from the Asian Development Bank (ADB) to support the Power Sector Expansion Project. The Project aims to meet growing demand for electricity primarily through the development of indigenous renewable energy resources of Samoa to reduce the country's dependence on imported fossil fuels for electricity generation. The investment subprojects includes generation and transmission projects, and a SCADA system over a period of 8 years. Demand and supply-side efficiency projects will be implemented throughout the investment period. EPC is responsible for implementing the investment plan.

The first subprojects comprise the Hospital feeder upgrading project and supply and install of pre-payment meters for all consumers commencing in 2008. Bid documents are under preparation.

Duties and Responsibilities:

The contract period is for 3 years with a possibility of extension. The project manager will report to the General Manager of EPC and to the Project Steering Committee. The project manager will be responsible for the implementation of EPC's investment plan including:
  1. All aspects of project preparatory work, including design and preparation of bid documents.
  2. Engagement and supervision of implementation consultants.
  3. Construction and contract supervision.
  4. Project budgeting and accounts.
  5. Reporting, monitoring and evaluation for projects.
  6. Implementation, monitoring and reporting for resettlement and environmental mitigation activities related to the projects.
  7. Training of EPC staff in project management

Work Experience:

The project manager should have at least 8 years experience as an engineer with documented experience as team leader in planning and implementing projects in the power sector. Experience in the field of electricity generation, transmission, and distribution is required. Pacific Island experience and knowledge and application of multilateral development bank procedures are preferred.

Remuneration Package: Salary will be determined upon qualifications and experience.

The Government of Samoa and EPC invites eligible national and international consultants to submit expression of interests for the position as a project manager. The consultant will be engaged in accordance with the Guidelines on the Use of Consultants by ADB and its Borrowers (individual consultants). EPC reserves the right to shortlist or not to shortlist any or all of the applicants without assigning any reason whatsoever.
