Advance Action on Recruitment of Consultants
Country/Borrower: Socialist Republic of Viet Nam
Title of Proposed Project: Mong Duong 1 Thermal Power Project
Invitation for Submission of Expressions of Interest (EOI) for Engineering Services to Review Designs Procurement and Construction Supervision (Phase 1) 1. This "Invitation for Expression of Interest" follows the General Procurement Notice for this project that appeared in the "ADB Business Opportunities" on 6 December 2006. 2. The Government of Viet Nam has applied for a loan from the Asian Development (ADB), for the construction of the "Mong Duong 1 Thermal Power Project (the Project) and the associated common facilities that would facilitate private sector participation in the construction of Mong Duong 2 Thermal Power Plant. 3. The Government of Viet Nam has requested advance action for recruitment of consultants through the Executing Agency (EA), Electricity of Viet Nam (EVN) and through its Implementing Agency, the Thermal Power Project Management Unit 1 (TPPMU 11). TPPMU1 intends to pre-qualify and engage consulting firms under this project for an approximate total calendar duration of 381 person months, comprised of 161 person months of international consulting and 220 person months of national consulting to undertake the following:- review and update, if necessary, the civil works bid documents prepared by EVN; Consultants will revise the bid documents and technical drawings if necessary to conform to ADB bidding documents;
- review technical designs and drawings prepared by EVN of the civil works and circulatory fluidized bed (CFB) technology; examine options for financing the engineering, procurement and construction (EPC) contract (including tranched financing), recommending the most advantageous structure, and preparing bid documents for selection of the EPC; preparing the bid documents for selection of the EPC contractor; assisting EVN in contract negotiations and awarding of contracts, including the EPC contract; and providing overall supervision of civil works contracts under the first loan. Provide for capacity building of the executing agency (EA) in overall project management; and
- assist TPPMU1 in the implementation of environmental management plans, resettlement plans, and monitoring its implementation.

6. The Consultant shall be selected and engaged in accordance with Guidelines on the Use of Consultants by Asian Development Bank and its Borrowers, using Quality and Cost-Based Selection (QCBS) method.
