Detailed Design Consulting Services
Country/Borrower: People's Republic of Bangladesh
Title of Proposed Project: Padma Multipurpose Bridge Project
People's Republic of Bangladesh is seeking to receive a TA Loan from the Asian Development Bank (ADB) and intends to utilize part of this loan towards the cost of the Contract for consulting services necessary to implement the detailed design of Padma Multipurpose Bridge. Objective and Scope:Padma Multipurpose Bridge will improve road connectivity to link the economically depressed southwest zone to the economically more advanced eastern zone of the country. The TA Loan will develop detailed design of the Padma bridge including river training works and approach roads, and assist Jamuna Multipurpose Bridge Authority (JMBA) in engaging contractors, which will be carried out through 4 continual processes of:
- scheme design,
- technical studies,
- detail design, and
- tender action.
An international consulting firm associated with domestic consulting firms will prepare scheme designs, conduct necessary technical studies, develop detailed engineering design and tender documents for the main bridge, approach roads, and the river training works, and assist JMBA in undertaking tender actions including contractors prequalification, preparation of selection criteria, tender evaluation, and final contract documentation. About 545 person-months of international and 399 person-months of domestic consulting services will be required for various experts. The consulting firm will be recruited in accordance with the Guidelines on the Use of Consultants by Asian Development Bank and its Borrowers using the Quality Based Selection (QBS) method and requesting full technical proposals (FTP). The estimated budget is approximately $14.6 million. Read the draft Terms of Reference (TOR) of the consulting service. JMBA now invites eligible international consultants in association with national consultants to indicate their interest in providing the services. Firms from ADB member countries should express interest in being short-listed. The Request for Proposals for submitting detailed technical and financial proposals is expected to be issued in September 2007 to short-listed firms. ADB reserves the right to shortlist or not shortlist any or all of the applicants without assigning any reason whatsoever. Interested consultants may obtain further information on a working day during normal office hours (0900Hrs to 1700Hrs) from ADB's Project Officer and/or the office of JMBA. Apart from detailed design consultants, JMBA will engage a firm of consultants as the Checking Engineer and individual consultants as Panel of Experts. Expression of Interest:
