Request for Expression of Interest (EOI) for Consultancy ServicesCountry/Borrower: People's Republic of Bangladesh
BAN: Sustainable Power Sector Development Project Consultancy Services for Construction of Aminbazar-Meghnaghat 400kV Transmission Line and Aminbazar-Old Airport 230kV Transmission Line and Associated GIS Substation 1. The Government of the People's Republic of Bangladesh has applied for a loan from the Asian Development Bank (ADB), and intends to spend a part of the loan to recruit consultants who will assist Power Grid Company of Bangladesh Limited (PGCB) in preparing technical specifications and bidding documents; bidding and bid evaluation process; oversight of construction, testing and commissioning of (i) Part B-1: a new 400 kV overhead transmission line from Meghnaghat to Aminbazar including bay extensions; (ii) Part B-2: augmentation of 230 kV transmission line in Aminbazar - Old Dhaka Airport and new gas-insulated substations (GIS) including bay extensions. 2. PGCB intends to undertake each project on a turnkey basis, with the supplier to be responsible fro the design, supply, delivery, erection, testing, and commissioning of the main facilities. The role of the consultant in this process will be to assist PGCB in assuring that all steps are undertaken properly, so that the finished facilities will deliver the performance, reliability, and operational flexibility specified. 3. The Project will require support from a team of consultants comprising of 38 person-months of international inputs, and 60 person-months of national inputs. The team will be engaged through a firm following the provisions of the Guidelines on the Use of Consultants by Asian Development Bank and its Borrowers and using the Quality & Cost Based Selection (QCBS) method and simplified technical proposals.
