The Project aims to provide sustainable urban transport in Lanzhou City. It consists of four components under ADB financing: (i) construction and reconstruction of 33.8 km urban roads including bus rapid transit (BRT) facility and non-motorized transport (NMT) lanes; (ii) introduction of advance traffic management; (iii) implementation of advanced environmental monitoring system; and (iv) provision of capacity building to support project implementation, and BRT operation and management. The advanced traffic management component will comprise (i) BRT operation and management planning, (ii) advanced signal control system, (iii) traffic demand management (TDM strategy, and (iv) NMT development plan.
Brief Description of Goods and Related Services, Works or Consulting Services to be Procured:
ADB has approved the advance contracting for (i) three civil works contract packages A01, A02, and A03 covering four road sections, and (ii) individual consulting services for the review of the detailed design of the BRT system. National competitive bidding will be used for the procurement of all civil works packages, and the consultant's qualifications selection method with biodata technical proposal will be used for the engagement individual consultants.
The advance contracting will be undertaken in accordance with the ADB's Procurement Guidelines (2007, as amended from time to time), and Guidelines on the Use of Consultants by ADB and its Borrowers.
