Advance Action on Procurement and Recruitment of Consultants
Country/Borrower: Sri Lanka
Project: Proposed Eastern and North Central Provincial Road Project
1. The Government of Sri Lanka has applied for a loan from the Asian Development Bank (ADB) for the Eastern and North Central Provincial Road Project (the Project).
2. The Project is to improve roads within the provincial road network (Class 'C' and Class 'D'), consisting of about 151km in Eastern Province (EP) and 220km in North Central Province (NCP).
3. Proceeds of the loan are intended to be used for procurement of the following:
- Works packages - about 9 contracts (7 for roads and 2 for bridges) covering approximately 151km in EP and 10 (8 for roads and 2 for bridges) contracts covering 220km in NCP. Improvement works include widening the carriageway width, applying DBST surface treatment, and repairing or replacing minor bridges.
- Consulting service by firms of international consultants ("the Project Implementation Consultants [PICs]") to assist the implementing agencies in supervising and administering the Works.
4. The advance action on procurement was approved on 20 January 2009. Works, goods and services to be financed under the Project will be carried out in accordance with ADB's Guidelines for Procurement (2007, as amended from time to time) and ADB's Guidelines on the Use of Consultants . For works, expect first batch of bidding documents to be available in March/April, 2009 subject to nominal charge. For consulting services, expect Request for Expression of Interest (REOI) to be advertised in March 2009. Contract awards will be subject to loan approval by the ADB.
5. The Ministry of Local Government and Provincial Council (MLGPC) will be the Executing Agency (EA), providing overall coordination. The Provincial Road Development Department (PRDD) in EP and the Provincial Road Development Authority (PRDA) in NCP, under respective Provincial Councils (PC), are the Implementing Agencies (IA).
