1.    The Islamic Republic of Afghanistan has applied for a Grant from Asian Development Bank (ADB) towards the cost of Construction of Road from km 0+000 (Fayzabad , South end of Rabbani Bridge) to km 44+000 (Beharak) of (NH - 43) - 44 km. Part of this grant will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

2.    Afghan Reconstruction and Development Services (ARDS) on behalf of Ministry of Public Works (MPW) of the Islamic Republic of Afghanistan (the Employer) invites sealed bids from eligible Bidders for the above contract.

3.    The road works consist of Construction of existing cart track to two lane Bituminous Surface of 7.0 m. width with 1.0 m. paved shoulder and 1.0 m granular shoulder each side with overall width of 11 m as per Interim Road and Highway Standards published by Ministry of Public Works, Islamic Republic of Afghanistan on 14 February 2008. The structure works include construction and rehabilitation of Bridges, Culverts and Viaducts to two lanes standards. The items of works include Earthworks, Granular Sub-base, Aggregate Base, Asphalt Concrete Binder Course, Asphalt Concrete Wearing Course, Double Bituminous Surface Treatment (DBST), Plain/Reinforced Cement Concrete, Open Foundation, Well Foundation, Protection works, Concrete Lined Drains, Road Furniture's and other miscellaneous works. Implementation of Environmental and Social Management Plans form part of the Project. In addition to construction works adhering to the prescribed technical specifications, the construction works shall also adhere to the Interim Road and Highway Standards published by Ministry of Public Works, Islamic Republic of Afghanistan on 14th Feb, 2008. The detailed engineering design and the detailed project report are available for ready reference in the Ministry of Public Works. The Construction period is 24 months.

4.   The contract price shall be adjusted for Changes in Cost as per clause 13.8 of GCC and of Particular Conditions of Contract.

5.    Bidder's qualification will be examined as part of the bid evaluation. Bidder's must meet the following minimum requirements:

A.    Financial

  1. The Bidder shall have an average annual construction turnover (calculated as total certified payments received for contracts in progress or completed) over the last 3 years of at least US$ 43 million;
  2. The bidder must demonstrate access to, or availability of, financial resources such as liquid assets, line of credit, and other financial means, other than any contractual advance payment to meet (i) cash flow requirement of US$ 9.67 million (ii) the overall cash flow requirement for this contract and its current work commitment.

B.    Experience

  1. The Bidder shall have participated as prime contractor, management contractor or sub-contractor in at least 2 road contract combined with bridge construction within the last 10 years, each with a value of at least US$ 46 million that have been successfully (on time and within budget) or substantially completed and that are similar in nature and complexity to the proposed works.

C.    Litigation

  1. The Bidder shall provide accurate information on any litigation or arbitration resulting from contracts completed or under execution by it over the last 6 years. Claims, arbitration or other litigation proceedings pending, with a possible impact of more than 50 percent of the Bidder's net worth shall be a ground for declaring the Bidder not qualified for the award of the contract.

D.    Personnel

  2. The Bidder shall provide details of the proposed personnel and their experience records in the relevant Information Forms included in Section 4 (Bidding Forms). The Bidder shall propose one person for one role. Personnel have to be professionals licensed by a recognized professional body and have a proven record of successful accomplishment of tasks.

6.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure and is open to all Bidders from eligible source countries of ADB.

9.    The Bid Validity Period shall be 120 days.

10.     All bids must be accompanied by a bid security of US$ 1,160,000 or equivalent amount in a freely convertible currency. Bid security shall remain valid for 28 days beyond the validity of bid or up to 148 days from the date of bid submission, i.e., up to 2 June 2009.

12.    Bids will be opened immediately after the deadline at the same location of Bid Submission, in the of bidder's representatives who choose to attend the bid opening.

13.    A Pre-bid meeting will be held on 3 December 2008 at 10:00 Hrs Afghanistan local time in the conference room of the Ministry of Public Works, 1st Macroyan, First Block, and Kabul, Afghanistan.

14.    When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
