Proposed Water Resources Development Investment Program

Brief Description of the Project:

The Investment Program will increase the productivity of irrigated agriculture due to improved water resources management through infrastructure development, capacity building, and institutional strengthening.

The Investment Program will finance the rehabilitation and upgrading (R&U) of existing irrigation and water resources infrastructure; development of new irrigation and water resources infrastructure; flood management infrastructure; institutional strengthening; and capacity building for key staff throughout the sector. The first tranche project has four components: (i) Northern Basins Development (NBD) that includes R&U of irrigation infrastructure and development of a River Basin Agency (RBA) and water user associations (WUAs) for water management, (ii) Nangahar Valley Development Authority (NVDA) Improvement that includes irrigation R&U, development of WUAs, and a management reform plan for the NVDA, (iii) Flood Management that includes development of flood protection infrastructure along the Amu Darya and development of a national flood management program; and (iv) Project Management and Program Development that includes a program development facility to prepare the subsequent two tranches of the MFF.

Brief Description of Goods and Related Services, or Works to be Procured:

ADB has approved the Government's request for advance contracting to expedite project implementation. Advance contracting will include:

  1. The implementation consultants under the Ministry of Energy and Water for the Northern Basins Development and the Flood Management components that will have field Project Implementation Offices as well as Project Management Office in Kabul. This will be a separate contract.
  2. The implementation consultants under the Ministry of Agricultural Irrigation for the Nanagahar Valley Development Authority component for field implementation and establishment of a Project Management Office.

    Both contracts will include international and national consultants to provide services for irrigation and water resources engineering; financial management; procurement; economics; project management; institutional development; monitoring and evaluation; environment, resettlement and social safeguards, and gender.

  3. In addition, the project will finance preparation of the Helmand Basin Water Resources Master Plan, which will (a) include an assessment of water resources and associated infrastructure in the Helmand River Basin; (b) develop a short-term action plan; and (c) prepare a long-term master plan for development of the basin. Consulting services for the Helmand Basin Water Resources Master Plan will include water resources planning and engineering, economics, GIS and remote sensing, hydrology, morphology, agriculture, institutional analysis, social assessment, and environment among others. The ADB will undertaken consultant recruitment for the Helmand Basin Water Resources Master Plan.

Advance contracting will be undertaken in accordance with ADB's Guidelines for Procurement .
