1.    The Islamic Republic of Afghanistan has received grants from the Asian Development Bank (ADB) and intends to apply part of the proceeds of this grant to payments under the contract for the rehabilitation of Qaisar to Lehman Road (213 KM).

2.    The Islamic Government of Afghanistan has requested that the Asian Development Bank undertake the procurement and selection of a contractor on its behalf. The Asian Development Bank has agreed to this request. The eligibility rules and procedures of the ADB will govern the bidding process.

3.    The Asian Development Bank now requests information and an indication of interest from eligible contractors (as single entities, joint ventures or proposed joint ventures) to undertake the works. Limited International Bidding, Single-Stage: One-Envelope will be undertaken amongst those firms that express interest and are held to be qualified.

4.    Detailed qualification criteria will be described in the bidding documents issued. It is probable that the average general construction turnover requirement will not be less than US$150 million (cumulative in case of a joint venture [JV])

5.    When considering this call for information the following details should be considered:

  1. A third party international contract managing agent will be appointed to manage the resulting contract up to an including payment approval.
  2. Payment to the contractor will be effected by directly ADB
  3. At no cost to the contractor a third party project implementation agent will be responsible for adequate security provision through the Ministry of Interior at the levels that will be described in the bidding document. A bidder may, at its own option, propose security arrangements in excess of these security provisions. This additional security will be treated as a competitive item for the purpose of evaluating bids.
  4. The contract will be design-build. Bidder may associate with a design firm either through sub-contracting or joint venture. An indicative bill of quantities will be included in the bidding documents. This will be updated and adjusted once design is finalized.
  5. The contract will allow for sectional completion and taking over of sections as completed
  6. The contract will allow for price adjustment for the BoQ rates payable based upon established international and regional indices.
  7. No bid security will be required.
  8. A bonus may be paid for early or on time completion

6.    Interested parties, and each member of any proposed consortium or JV are requested to respond by email to the address shown below and should include in their submission the previous financial year's audited accounts and brief details of three construction projects completed by them. The completed construction projects should include contact details for the client.
